VACANCY ANNOUNCEMENT

The Baylor College of Medicine Children’s Foundation – Malawi (BCM-CFM) is a not-for-profit organization working in partnership with the Malawi government in the health sector. Our mission is to improve the health and lives of children with HIV, cancer and blood disorders through high quality, high impact, ethical, state of the art comprehensive care and treatment, training of health professionals and clinical research. We are situated within the Kamuzu Central Hospital premises, opposite Kamuzu College of Nursing.

BCM-CFM invites applications from suitably qualified individuals to fill the following positions of:

Position:           M&E Officer

Reports to:        Maternal Health Program Director

Location:          Area 25 Health Centre

PURPOSE

The M&E Officer will assist in the implementation of the Monitoring and Evaluation System for Baylor College of Medicine Children’s Foundation-Malawi (BCMCF-M) at area 25 heath centre. The M&E Officer will support the Program Director in data management, analysis and packaging of program reports and evaluation for wider dissemination

DUTIES AND RESPONSIBILITIES

  1. Collect and organize data arising from the clinical, research and education initiatives of the Baylor Malawi Maternal Health Program (BMMHP)
  2. Collect monthly reporting by all senior staff within the BMMHP
  3. Meet with management staff weekly and as needed to discuss programmatic progress, new initiatives and reporting needs
  4. Develop monthly, quarterly and annual reports for dissemination to BMMHP leadership, Baylor Malawi COE leadership and Houston leadership under the direction of BMMHP leadership
  5. Work with Baylor Malawi COE Monitoring and evaluation team and Houston M&E specialist to develop and organize data collection and coordinate activities according to global health network standards
  6. Develop measurement tools in collaboration program staff and Baylor Malawi COE M&E Director
  7. Support the Program Director in the full implementation of the BCMCF-M M&E System.
  8. Assist with the development and implementation of monitoring and evaluation activities as specified in the M&E Plan
  9. Analyze data, including quantitative survey program data, quantitative program data for periodic reporting, and qualitative data gathered during interviews.
  10. Contribute to the annual review of the Strategic Plan and Implementation Strategy and assist in reflecting the changes in the technical sheets of indicators.
  11. Support in the packaging of M&E results to BCMCF-M stakeholders, this will involve working with the program teams in preparing reports and reviews.
  12. Draft data collection instruments (i.e. surveys, interview protocols) to be used in special studies and/or for online distribution to target groups
  13. Interpret and use results for program improvement, including analyzing data with a view toward feeding lessons and recommendations back into program implementation.
  14. Compile and consolidate M&E reports, share with Program Director and the program teams.
  15. In consultation with the program teams prepare individual pieces and thematic stories based on M&E outputs for wide circulation.
  16. Sampling of data from the standard indicator database on a monthly basis in each location for quality assurance purposes and submit a report to Program Director.
  17. Assist in the preparation of M&E meetings and follow up resulting action items.
  18. Supervise other M&E personnel and data clerks involved in Maternal and Child Health program at BCMCF-M and conduct performance evaluation.
  19. Other duties from time to time, as may be reasonably required by the MER Director

 QUALIFICATIONS AND EXPERIENCE

  1. Relevant Degree in Computer Science, Statistics, Social Science, or any related field.
  2. Minimum of 5 years’ work experience in the field of monitoring and evaluation or social research preferably in the NGO sector.
  3. Knowledge of evaluation concepts and procedures
  4. Ability to use Microsoft Office software including Excel and other Statistical Packages.
  5. Strong knowledge of data visualization tools and graphics software is advantageous.
  6. Ability to interpret project information and to identify and analyze problems with implementation.
  7. Strong analytical and research skills
  8. Ability to work under pressure and balance several competing tasks at once.
  9. Demonstrated understanding of data management
  10. Demonstrated people and managerial skills with a flexible and collaborative personal style
  11. Be prepared to provide off-site and after-hours support
  12. Competency in Data management including database management, Excel and all Microsoft Office applications
  13. Flexible attitude, independent worker, strong work ethic
