
National Water Resources Authority (NWRA)
The National Water Resources Authority (NWRA) is a statutory organization established by the Water Resources Act of 2013 with a specific function to regulate and manage water resources.
Furthermore, the NWRA seeks to ensure the sustainable use of water resources and address the water resources planning, development, and management challenges. In its effort to sustainably manage water resources, the NWRA seeks to recruit members of staff. In this regard, NWRA invites applications from suitably, qualified, and experienced persons to fill the following vacant position:
Job Title: Legal Services Manager
Grade: NW3
Reporting to: Executive Director
Purpose of the Job
To ensure the authority’s business is transacted according to the laws of Malawi and other relevant legal frameworks.
Key Duties and Responsibilities
- Developing Legal Services Division’s plans, monitoring strategies, programmes, projects, procedural rules and budgets based on priorities within allocated resources.
- Interpreting relevant laws in respect to the business transactions of the authority.
- Initiating the development and review of laws pertaining to the water sector.
- Attending to hearing processes and arbitrating all disputes.
- Processing and evaluating the legality of codes, orders, and other documents for the Authority,
- Processing and evaluating the legality of licence applications, and issuing, special reports from licensees, and relevant letters from the public and Government.
- Developing, implementing, and maintaining licensing criteria / guidelines on legal aspects.
- Undertaking legal research and drafting bye laws pertaining to the sector.
- Provision of secretarial services to the Board.
- Developing and advocating the use of appropriate complaint handling procedures and stakeholder feedback process.
- Preparing, reviewing, and drafting agreements including international conventions analysis.
- Representing the Authority on legal matters including dispute resolution, contract negotiations and litigation involving Government and other stakeholders.
- Preparing periodic reports.
Minimum Qualification and Experience
- Master’s Degree in Law plus five (5) years’ experience at legal officer position.
- Minimum of two (2) years experience at senior officer Level.
