We, Grant Thornton Consulting Limited have been retained by our client in the Health Sector in Malawi to carry out an Executive Search for suitably qualifying persons to fill the positions of Compliance Officer tenable at their head office in Lilongwe.

COMPLIANCE OFFICER

Position purpose

Reporting to Manager, the Compliance Officer will execute and support the day-to-day grant management and ensure that grants meet all Donor and Government of Malawi regulations, guidelines and requirements related to funds usage, accountability, operations, reporting and procurement.

The ideal candidate should have a strong knowledge about the full array of grant management and compliance matters — This person has built processes, tools, templates, and guidance to support program teams and other internal stakeholders acting as a focal point on all compliance matters.

Educational Qualification and Experience

  • Bachelor of Accountancy Degree or a degree in a related field and should be a member of the Institute of Internal Auditors (IA).
  • At least ten years of supervisory experience with seven being in internal audit or compliance.
  • Demonstrated knowledge of relevant regulations and compliance requirements related to Government of Malawi and donor funded programs.
  • Strong ICT, verbal, and written communication skills.
  • Discrete when handling confidential information.
  • Able to demonstrate an elevated level of integrity with a mature approach to work.

Duties and Responsibilities

The specific functions are as follows:

  • Prepare and/or review information and reports for internal and external stakeholders.
  • Ensures compliance with Government of Malawi regulations and policies, donor policies, and Unit level guidelines (such as finance and HR manuals).
  • Lead in developing of the organization wide risk matrix and monitoring of associated risks.
  • Develop and modify policies/procedures/systems in accordance with government regulations and organizational needs and objectives.
  • Assist in preparations for external monitoring visits, reviews, and audits, and cross-site evaluations and participate as appropriate.
  • Establish and maintain electronic and hard copy files for each grant, which will be used for tracking and reporting purposes.
  • Oversee purchasing policy and ensure that purchases conform to applicable national laws and standards for compliance.
  • Interface with stakeholders/user departments to provide sound advice and recommendations regarding procurement actions.
  • Conduct research, evaluate, and present options for the selection of suppliers, contractors and subcontractors.
  • Oversee the organization and tracking of all procurement and contract documents in the unit.
  • Review implementation of assurance agents recommend action plans and provide monthly management reports on progress
  • Oversee and coordinate the timely, complete, and accurate reporting as per organization, Government of Malawi, and donor requirements.
  • Engages in activities to provide independent compliance and operational risk oversight of activities related to financial management and procurement.
