Kasinthula Cane Growers Limited (KCGL) is a Smallholder sugarcane Growers Company based in the lower shire district of Chiwawa in the Southern Region of Malawi and would like to recruit for the position of Community Liaison Officer. The following are the job specifications:

Purpose of the job

The Community Liaison Officer (CLO) will establish and maintain an effective relationship with the communities/ stakeholders surrounding Kasinthula farm in order to meet overall objectives of the organization.

The CLO will need to build and maintain close relationships with key local community members, key local authorities and local NGO groups in order to better understand community concerns and perceptions, and present and discuss these with project teams, and thus forms a critical communications channel between the project team and community members.

These communications will include:

Keeping the stakeholders/local community updated on ongoing and any changes to company activities.

Engaging with all levels of the stakeholders/local community and providing the primary liaison point for the community to enable them to provide their feedback and concerns to the management team.

Responsibilities

  • Developing and managing a program based on community demographic and identified needs to work towards enhanced engagement with Kasinthula operations.
  • Implementing a defined stakeholder engagement plan (and updating the plan as the need arises).
  • Mobilizing and engaging communities, conducting community meetings, awareness and campaigns.
  • Organise and facilitate community/stakeholder engagement meetings as appropriate (and as required by the stakeholder engagement plan).
  • Maintain records of consultation and meetings with community/ stakeholders
  • Serve as a community representative to the management and a point of contact for community grievances.
  • Be proactive in the identification of potential implementation problems and bottlenecks.
  • Recognize issues within the identified stakeholder groups
    that may result in heightened concern or potential unrest and provide an early indication on these community issues to the management team.
  • Support outreach programs to educate the community members about the company’s activities.
  • Any other activities that promote the achievement of building and maintaining relationships with local authorities and community members to better understand community concerns and perceptions so as to proactively address these and defuse any tensions or misunderstandings.
  • Promptly resolve incidents and other events.
  • Compile and submit monthly community/ stakeholder engagements reports and grievance reports for management.

Key skills and competencies

  • Excellent interpersonal skills
    Excellent verbal and written communication skills
    Fluent in English and Chichewa
  • Able to work under pressure with minimum supervisor
  • Capable working with rural communities
  • Computer literacy in Microsoft Office packages

Qualification

  • Minimum qualification, Diploma in Community Development or its equivalent
  • At least 2 years’ experience
