Project Hope Namibia in Malawi (PHN-MA) seeks qualified Malawian candidate to fill various positions for the USAID funded Ana ndi Achinyamata Patsogolo Activity (ANAPA) Project, a project aimed at preventing new HIV infections and improve the health wellbeing and Protection of Children, Adolescents, their families and Young Women (CAFYW) living with, affected by and vulnerable to HIV. ANAPA will be implemented in high HIV burdened nine districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). The program focus on Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) and Adolescent Boys and Young Men (ABYM). The approach is also including but not limited to System Strengthening, Continuous Quality Improvement (CQI) in close collaboration with Government of Malawi (GoM).

Position: Youth Officer

Reports To: District Team Leader.

Duty Station: Blantyre (2), Zomba (5), Machinga (4), Phalombe (3)

Job Summary: The District Youth Officer is responsible for the coordination and implementation of evidence-based programming for Adolescents, their Families and Young Women (AFYW) and Adolescent Boys and Young Men (ABYM). Working closely with ANAPA participants and community partners, the Youth Officer will implement a range of strategies and initiatives to empower AGYW with skills, knowledge, and resources to improve their livelihoods and economic opportunities in HIV Programming.

Major Responsibilities:

  • Ensure strong collaboration with the AGYW TWG at District level on the implementation of AGYW programs.

  • Take lead in and provide overall oversight over and coordination of implementation of DREAMS services in the communities and health facilities for the project.

  • Develop a workplan in collaboration with other District Officers on the implementation of the AGYW and OVC programs that target young people.

  • Build the capacity of the District teams, Facility and community health workers to provide services on DREAMS initiative as per the DREAMS NextGen guideline

  • Work with the ES Officer, Gender Officer, SW Officer in the completion of DREAMS layering services.

  • Work with service provision partners in the provision of DREAMS secondary Services

  • Provide technical assistance for DREAMS services through trainings and on-site mentorship for fidelity delivery of AGYW programming.

  • In liaison with the M&E team, ensure that reporting and documentation of results from the DREAMS implementation is done timely.

  • Closely coordinate with Ministry of Health and roll out the implementation of DREAMS services\.

  • Support establishment of community and facility Continued Quality Improvement support implementation of AGYW risk reduction plans.

  • Perform any other duties assigned by the District Team Leader

Minimum Qualification and Experience:

  • Bachelor’s degree in Public Health, Social Sciences, Development Studies, Humanities

  • Proven understanding of the DREAMS and OVC programs

  • Proven understanding of models used in the DREAMS program

  • Proven strength in stakeholder engagement

  • Proven experience in designing and implementing AGYW Prevention programs for the AGYW and OVC programs.

Specific Knowledge, Skills and abilities Required.

  • Excellent communication and facilitation skills.

  • Ability to work effectively within a team and build strong relationships with stakeholders

  • Proficiency in data collection, analysis, and reporting

  • Familiarity with the HIV and Violence Prevention programs for Youth People
