Background

Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and interventions. BLM is a senior member of the Marie Stopes International (MSI) Partnership which works in 43 countries. BLM exists to improve quality of life in Malawi through family planning and reproductive health care services. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has national coverage, operating through 25 clinics, and numerous outreach clinic sites.

Transport Assistant Officer (Lilongwe)

BLM is looking for experienced individuals to fill in position of Transport Assistant Officer. S/he will report to the Transport Officer. The Transport Assistant Officer will be responsible in preparation of Vehicle Performance Reports, maintenance of up-to-date vehicle/motorcycle files, assisting in scheduling of field trips and timely maintenance and servicing of vehicles/motorcycle in line with MSI and BLM policies, procedures, and standards. The aim is to effectively reach the public in general with Sexual and Reproductive Health services including youth initiatives in preventing unwanted births by ensuring that individuals have a right to CHILDREN BY CHOICE NOT CHANCE.

 

 

Role Purpose

The Transport Assistant Officer must ensure that all vehicles and motorcycles are properly maintained in good running condition and have necessary documentations to drive on the roads of Malawi. S/he will help keep track of staff movements and calendars, and plan vehicle allocations accordingly and ensure that all trips are well documented and charged in appropriate cost centres. S/he will be responsible for the supervision of all BLM drivers that they adhere to MSI and BLM standards.

Key Responsibilities

  • Operate and maintain a Fleet management monitoring and tracking system and produce necessary reports relating to vehicle performance on monthly basis.
  • Raising requisitions for fuel and vehicle maintenance and repairs. Ensuring cash advances are liquidated quickly.
  • Assist with registration of new vehicles.
  • Developing and maintaining a vehicle roster of travel to ensure that vehicle allocation is efficient, timely and meets the needs of each Program/Department.
  • Ensure there is proper charging of vehicle usage to programs and that it checks against any abuse of the Agency vehicles.
  • Supervise the work of all drivers and monitor that they are complying with daily motor vehicle inspections.
  • Assist in reviewing logbooks regularly to monitor fuel usage, service expenses and compliance with vehicle usage policy. Ensure log sheets are filled correctly by Drivers and all staff using vehicles.
  • Assist in maintaining an up-to-date motor vehicle and motorcycles files and schedules. Ensuring that all documents pertaining to each vehicle and motorcycle are appropriately filed and schedules are adhered to.
  • Capturing all fuel, Incident, and maintenance cost monthly reports into MSI- TrackPoint
  • Ensure that all drivers and BLM Staff who are authorized to drive have valid driving licenses for the vehicles they are driving and that copies are held on personnel files
  • Familiarize with BLM and Global Fleet Manual and ensure all Drivers are oriented on this manual.
  • Assist in maintaining a fuel float and process replenishment of fuel when float has been used up to 50% level and before reaching 75% level.
  • Report timely to Transport Officer all vehicle accidents and ensure that the necessary procedures and follow ups are done with relevant stakeholders.
  • Any other duties assigned from time to time by Line manager.

Qualification and experience required:

  • A Diploma in Business Management or Transport and Logistics or Motor Vehicle Mechanics.
  • 3 years’ experience in fleet management in a busy office. NGO experience will be an added advantage.

Knowledge, skills and other attributes required:

  • Excellent written and oral communication skills.
  • Good analytical, organizational, and supervisory skills.
  • Ability to prioritise workload and set self-initiatives to achieve desired results.
  • Excellent Computer skills, knowledge of spreadsheets, word and basic database is important.
  • Experience in motor vehicle mechanics and Fleet management System is an added advantage.
  • Have a valid Class C1 Driver’s License.

The incumbents will be reporting to the Transport Officer.
