THRIVE PROGRAMME MANAGER- (GRADE 15)  1 Position based in Lilongwe District

Purpose of Position

To provide strategic leadership and guidance to the program consortium in building improved and resilient livelihoods for small-holder farmers in implementing Area Programs (17) for first phase, as to ensure that vulnerable communities have enhanced capacity to graduate to self-sustenance. The Programme Manager will lead the design and management of the THRIVE Programme, programming portfolio and ensure that activities are carried out in accordance with donors program quality and management quality standards

KEY RESPONSIBILITIES

I. Program Management and Reporting

  • Provides technical advice and leadership to the THRIVE Programme in planning, designing, monitoring and evaluating livelihood and economic development interventions.
  • Works closely with Program Officer, GESI Specialist and MEAL specialist Agronomist key partners to build their capacity on integrating market-driven approaches in the program and support them to identify opportunities for replication and scale-up.
  • Supports the monitoring of the quality of project delivery within the framework of the overall programme strategy. Develop and use innovative approaches to monitor and evaluate performance, effectiveness/impacts of livelihoods interventions and document lessons learned.
  • Supports the development of sustainable livelihoods initiatives at the community and streamline the programmatic approach of model in order to provide effective mechanisms for achieving scale and sustainability in the interventions.
  • Facilitates the development of a number of private sector engagements in the programme and guide the field teams on risk management processes to assess and manage the risks of potential alliances with the private sector.
  • Produces case studies of market-driven approaches to programming that clearly demonstrate both the social transformation and sustainable development outcomes of the interventions.
  • Provides technical advice on sustainable development and livelihood intervention with the focus of food Security, commercialization, environmental risks, biodiversity, climate change, etc

II. Program Development and Grants Acquisition

  • Provides inputs into the overall strategic planning, donor proposal development and conduct research studies related to sustainable livelihood and economic development.
  • In collaboration with the project staff, facilitate the conceptualization and development of livelihood promotion and sustainable economic development project interventions at a local level, including sub-project proposals, implementation plans, project budgets, and monitoring and evaluation frameworks

III. Networking and Liaison

  • Explores strategies and modalities to strengthen existing collaborations or networking amongst Economic Development and livelihood stakeholders.
  • Builds and maintains cordial relationships with the Ministry of Agriculture, Irrigation and Water Development and other relevant stakeholders to ensure their cooperation and smooth implementation of the economic development and livelihood component of the THRIVE project
  • Conducts frequent socio-economic monitoring of the project area with a view to generate analytical information about project implementation.
  • Builds and strengthen effective relations for networking and cross learning to enrich THRIVE economic development and livelihoods programs/ interventions and have in operation networking structures composed of project partners and beneficiaries for long term results.
  • Participates in such networking meetings and guide members in obtaining mutually beneficial and optimal ways to enhance livelihood activities
  • Keeps informed of initiatives and programmatic directions and expertise in the international and national NGO community in the country related to livelihoods initiatives.
  • Explores potential linkages and build alliances when appropriate to ensure optimal programming quality.
  • Attends national and international organization events. Represent THRIVE project in economic development and sustainable livelihood fora, meetings, workshops, conferences and contribute to technical interactions and discussions.
  • Regularly meets with like-minded international and national agencies in-country

IV. Learning and Innovation

  • Use innovative approaches to monitor and evaluate performance, effectiveness/impacts of livelihoods interventions.
  • Employs World Vision program quality principles throughout the implementation of the project and seek to include best practices from similar projects into the program.
  • Draws standards where possible for the management of staff and project objectives.

V. People management

  • Provides coaching and mentoring of Technical Staff in the THRIVE Program including reviewing their annual Performance Agreements and Annual Appraisals in collaboration with their respective matrix supervisors.
  • Promotes a culture of respect and team work in the program

Knowledge, qualification and experience required

  • Degree in Agriculture, Agriculture Economics, Agribusiness, Rural Development, Development Studies, Social sciences or related field.
  • Master’s degree in the related field would be preferred.
  • Minimum 5 years of directly relevant professional experience in the area of local economic development/livelihood development, Small and Medium scale Entrepreneurship development and private sector engagement.
  • Working experience with Institutions involved in sustainable development\/ community empowerment/ natural resource management
  • Previous experience as a Programme Manager and/or Socio-Economic Development Advisor, a plus demonstrated management and supervisory skills
  • Ability to transfer knowledge and skills formally and informally to diverse audiences; desire and ability to mentor staff
  • Demonstrated strengths in relationship management
