Duties
The Temporary Emergency Voices (EV) Exchanges Coordinator coordinates the Mission’s exchange programs for youth and communities that are not included in traditional U. S. diplomatic engagement, such as civil society groups and populations vulnerable to extremist appeals. Designs, plans, and implements a broad range of activities to maintain contact with alumni of all EV activities and initiatives.
Qualifications and Evaluations
- Requirements:
- All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end. - Education Requirements:
- University degree in International Relations, Communications, Marketing, American Studies, Intercultural/Multicultural Studies or local equivalent is required.

- Experience:
Three years of experience is required with communications, public engagement management, or education duties as components of the work. Prior experience in an international, academic, or governmental work environment is required

Chichewa level 4 (Fluent) speaking/reading/writing, may include the ability to translate is required.
Job Knowledge:
Must have general knowledge of project management, including defining project objectives, outcomes, and assessment methods. A thorough understanding of the attitudes and preferences of the EV audience sector in Malawi, including the regional, ethnics, social, cultural, linguistic, and other factors and institutions that shape those attitude, is required. detailed knowledge of Malawian secondary education exchanges, and youth programs in required.

- Locally Employed Staff, including Members of Household (MOHs) and local-resident EFMs working at the U.S Mission Lilongwe, Malawi may receive a compensation package that may include health, separation, and other benefits.

The pay plan is assigned at the time of the conditional offer by the HR Office and confirmed by Washington, D.C.

A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. ADDITIONAL EMPLOYMENT CONSIDERATIONS
The following apply to EFMs, USEFMs, and AEFMs only:

- Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.

- Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.
