Project Brief

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise. GIZ supports the Federal German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years.

GIZ implements the Energising Development (EnDev) Programme in Malawi and is looking for skilled and passionate team members to help improve access to energy throughout Malawi. EnDev promotes sustainable access to modern energy services worldwide, with a particular focus on the poor. Through its bottom-up approach, EnDev also contributes to creating positive economic, social and environmental impacts. By December 2025, EnDev has a target to help 25.8 million people worldwide to gain access to either electricity or improved cooking technologies in households. In Malawi, 1,540,059 people have been reached with improved cooking technologies and 147,490 people have been reached with modern lighting solutions by December 2023. In addition, 167 social institutions and 521 small and medium-sized enterprises have benefitted from sustainable access to modern energy services. The Energising Development (EnDev) partnership is a multi-donor energy access programme currently financed currently by four donor countries: the Netherlands, Germany, Norway, and Switzerland. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH acts as lead agency for the implementation of the programme and cooperates closely with the Netherlands Enterprise Agency (RVO) as well as other local implementation partners.

Component: CORE

In Malawi EnDev’s CORE project component is implemented through a market-oriented and country-wide approach. By promoting clean cooking stoves, high quality, affordable and efficient picoPV systems and the usage of renewable energies for productive use, the needs of the beneficiaries in Malawi are addressed with a bottom-up approach for market building. While striving for attributable and measurable results on the ground, EnDev is pursuing opportunities for transformational change in the energy sector and is therefore following an iterative demand-driven approach. This flexibility is linked to a strong benchmarking which reflects EnDev’s strong results-orientation and commitment to achieve quantified goals. As such, EnDev has an opening for a Higher Tier Cooking (HTC) Advisor to support the implementation of a new HTC Results-Based Finance project to be implemented in Malawi. This RBF will be focusing on HTC technologies such as local and imported pellet stoves, electric pressure cookers and electric induction cookers.

Your Tasks

  •  Technical management and responsibility for proper verification processes of higher tier cooking product sales (pellet stoves, electric cooking appliances, etc.) in the RBF.
  • Translation of the project concept into concrete planning of activities and coordination of the operational implementation of the HTC RBF with the participating companies.
  • Coordination of the dialogue with management of companies selling quality HTC products.
  • Support of activities related to stakeholder engagement and relationship management in the HTC RBF.
  • Consulting in the field of business/market development for HTC.
  •  Support activities related to translation of the project concept into planning concrete activities and coordination of the operational implementation of the HTC RBF, including documenting milestones, success stories and best practices.
  • Support activities related to an improved enabling environment for HTC, making use of new potential opportunities and existing platforms such as the Integrated Energy Planning (IEP) tool and reporting for the Malawi Energy Compact for Cleaner Cooking.
  •  Support the implementation, in line with terms of reference and technical specifications for Contracts of Works for participating HTC companies.
  •  Support the processes of verification in the context of project implementation and responsibility for quality assurance of service provision.
  •  Support partners to acquire required testing and certification of stoves based on national and international standards
  • Support for impact monitoring and reporting of the country measure, as well as public relations work.
  •  Collaboration in the conceptual (further) development of innovative approaches and in the creation of concepts for business development.

Your Profile

  • Completed university studies in the field of renewable energy, environment, cleaner cooking, international cooperation, social science, economics, marketing or business administration or comparable qualification
  • 1-3 years of professional experience in the development sector, renewable energy sector, cleaner cooking sector, private sector businesses, climate change management sector, marketing and advertisement, Monitoring, Evaluation and Learning (MEL), or related fields
  • Expertise in private sector development and financing, home economics, social campaigning, social behaviour change, social marketing, applied empirical research are an advantage
  • Skills in GIZ project management, knowledge of GIZ procedures in the context of procurement (contracting) of services and physical goods an advantage
  • Commitment, team spirit, reliability and intercultural understanding
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with GIZ/EnDev colleagues, implementing partners, and Donors.
  • Excellent computer skills in MS Office tools (MS Teams/Word/Excel/PowerPoint), and business management software.
  •  Strong writing and oral presentation skills, including fluency in English
