We are searching for an experienced Technical Advisor Health Financing at our Lilongwe facility.
Primary Duties and Responsibilities:
Project Overview and Role:
The Technical Advisor Health Financing to be seconded full time Ministry of Health, Department of Planning and Policy Development (MOH-DPPD) to provide high-level technical assistance around health financing and aid coordination. The Technical Advisor, Health Financing is required to provide support to the MOH-DPPD on the health reforms agenda of the HSSP III, the health financing strategy, and related policy documents. The Technical Advisor, Health Financing is expected to conduct analyses of various health financing issues, contribute to the development of related health financing frameworks, support the development and maintenance of assigned digital dashboards, tools, and/or systems, monitor and document overarching progress, and undertake other tasks as assigned by the Ministry and the project.
The Technical Advisor, Health Financing, will have matrixed reporting responsibilities to the Deputy Director of Planning in MOH responsible for health financing on day-to-day technical matters, while management oversight will be provided by the Country Director, PROPEL Health and thereby expected to report to the project once a week in lieu of the Ministry’s office. The Technical Advisor, Health Financing, will be required to provide PROPEL Health with activity status updates, share results, best practices, and lessons learnt. Additional technical support will be provided through the Palladium global technical experts. The position is an annual fixed-term contract, renewable depending on performance, MOH priorities, and the availability of funding.
Primary Duties and Responsibilities:
- Provide technical assistance to the Ministry on key health financing reform activities. These include but are not limited to:
Domestic resource mobilization, including private sector engagement. - One Plan, One Budget, One Report.
- Access conditions to the health benefit package.
- Provider payment mechanisms such as program-based budgeting, direct facility financing.
- Health efficiencies in various health system pillars such as health service integration, supply chain integration, and in-service trainings.
- Develop concept notes and policy briefs on health sector policies that yield an equitable, affordable, and sustainable financing system with appropriate attention to reforms or modifications required for key and vulnerable populations.
- Provide technical assistance to the Ministry on key external resource mobilization strategies such as proposals to multilaterals, global health initiatives, and philanthropies.
- Provide technical assistance in costing of health interventions.
- Support the Ministry in monitoring, evaluation, collaboration, learning, and adaptation related to health financing and costing work.
- Participate in National Health Accounts (NHA), Public Expenditure Reviews (PER) and resource mapping studies.
Assist in improving the quantity and quality of information of health financing in general in Malawi. - Contribute to strengthening evidence base, design and implementation of health system sustainability issues, technical efficiency, and the equitable allocation of resource use in the sector.
- Provide advice on challenges of the Global Health Initiatives/Funds (e.g. Gates Foundation, PEPFAR, GAVI, and HSJF) particularly in terms of unpredictability and long-term sustainability.
- Assist in further strengthening the strategy on universal health coverage and equitable access to health care.
- Assist with research and dissemination efforts as needed.
- Support coordination of the Health Financing technical working group (TWG) and other meetings and consultations.
- Participate in the process of developing the legal and regulatory frameworks on health financing.
- Support sustainable capacity-building for MOH counterparts are directly engaged and evolve their health financing competencies and applied health financing knowledge
Required Qualifications:
- Minimum of a master’s degree in health economics, economics, public health, global health, business administration or related degree with demonstrated expertise in health financing and health planning.
- Minimum of 3 years’ experience leading and managing health financing projects, providing direct expert policy advice and technical assistance to governments and donor agencies in low- and middle-income countries.
- Strong quantitative skills and good command of Excel.
- Demonstrated track record of preparing good-quality technical reports, policy position papers, policy briefing materials, and presentations.
Languages: Fluency in English
