Job Summary:

The incumbent will be seconded to the Ministry of Health and Population (MOHP) and will work with the RHD and the DHA to support PEPFAR Cervical Cancer programming in the country. This includes strengthening the implementation of the National Cervical Cancer Control Strategy 2016-2020 and other relevant policies/strategies (e.g., new SRHR policy and strategy) and scaling up quality cervical cancer screening and treatment services for women living with HIV. The Technical Advisor facilitates meetings and consultations and builds capacity for national-level coordination, such as supporting the government in convening national cervical cancer Programme (CECAP) coordination meetings among relevant stakeholders. The Technical Advisor also provides technical assistance to implement the new cervical cancer quality assurance (QA) standard operating procedures (SOPs) and works with development partners to disseminate them to facilities that provide cervical cancer screening and treatment services. The Technical Advisor reports for day-to-day assignments to the Technical Lead, RHD. The FHI360 Malawi Country Representative will provide management oversight, while additional technical oversight will be available through FHI360 global technical experts.

Key Responsibilities

  • Provide high-level, state-of-the-art technical assistance to the Ministry of Health to improve coordination for the national cervical cancer program.
  • Contribute to the National Taskforce for Cervical Cancer to provide technical guidance, monitoring, oversight, and coordination for the implementation of the national cervical cancer control program, including:
    • Supporting the MOHP in reviewing its cervical cancer control program strategy (expiring in 2020) and helping to initiate updates to the strategy as needed
    • Reviewing supply chain status and gaps in available equipment and supplies
    • Conducting stakeholder mapping of partners and a capacity assessment of human resources, training needs, and infrastructure necessary for the implementation of the program
    • Supporting RHD to institute a governance structure for oversight of the national program
    • Support capacity building for crucial RHD staff for the sustainability of the cervical cancer program implementation.
    • Support the scale-up of the cervical cancer control program to ensure optimal coverage in all high HIV burden facilities.
  • Work with technical partners and government agencies to establish performance indicators to monitor the implementation of the SOPs.
  • Collaborate with other technical partners and government agencies to disseminate SOPs.
  • Collaborate with an M&E manager to support monitoring of the implementation plan and contribute to continuous adaptation, learning, and documenting best practices, as needed.
  • Plan and facilitate meetings, workshops, and training
  • Develop, review, or prepare technical and program-related reports, including presentations, briefs, and posters, and ensure accurate and high-quality products.
  • Provide timely updates to the HP+ team on work progress, and contribute to bi-monthly activity trackers, quarterly reports, success stories, and other products that document progress and achievements.
  • Identify new activities or partnerships that will advance MOH and EPIC project goals.

Education and Experience:

  • Master’s Degree in Public health, Health Management, Life/Social Sciences, International Development, Human Development, or related field
  • Undergraduate degree in medicine, nursing sciences, environmental health, or related health field with a minimum of five to seven years of experience working in the public health sector
  • Minimum preference of eight years experience with program management, cross-cultural communications

Qualifications and Skills:

  • Articulate, professional, and able to communicate clearly, and positively with clients and staff.
  • Familiar with and experience working with Government bodies and other MOH departments
  • Demonstrated understanding of national policies, strategies, and guidelines, especially for cervical cancer programming and reproductive health broadly
  • Proven track record of implementing programs requiring the participation of government and community stakeholders
  • Strong interpersonal skills, including the ability to build partnerships and consensus within teams and with other stakeholders
  • Strong problem solving, organizational, multi-tasking, and time management skills, with the ability to work to tight deadlines
  • Good interpersonal, organizational, and written / verbal communication skills
  • Proficiency in relevant computer applications and databases;
  • Demonstrated leadership qualities and effective management style, with a sensitivity to diversity, equity, and inclusion (DEI)
