GIZ International Services is shortlisted for the EU-funded tender: „Technical Assistance to the Malawi Democratic Governance Programm .

The overall objective (Impact) to which this contract contributes is strengthening democratic governance and the social contract in Malawi.

The specific objectives of this contract are as follows:

(a) Assist the Government of Malawi and specifically the Ministry of National Unity to successfully implement the National Civic Education Policy so as to inspire and empower citizens to effectively participate in the promotion of good governance and socio-economic transformation.

(b) Assist the Ministry of National Unity to coordinate the efficient and effective delivery of the Boma Lathu Programme. Key to this will be to ensure regular and up to date communication flows between the Ministry of National Unity, Malawi Electoral Commission (MEC), National Registration Bureau (NRB), UNDP, the National Initiative for Civic Education (NICE) and pre-selected Civil Society Organisations (CSOs) on on-going activities, facilitate synergies and complementarities within different interventions and promote effective sharing of skills, knowledge and lessons amongst all partners towards overall democratic strengthening.

Your tasksThe Team Leader will be responsible for the overall coordination and delivery of the contract. To ensure the delivery of the following outputs, the TA will be responsible for provision and management of long and short term TAs.

Output 1: Strengthened knowledge, skills and capacity of key stakeholders to deliver civic education in an inclusive, coordinated and systematic manner.

Output 2: Citizens’ awareness of fundamental rights and responsibilities and ability to hold duty bearers to account enhanced.

Output 3: Strengthened capacities of women, youth and representatives from disadvantaged groups to take part in public life and contest for key decision-making positions

Output 4: Functional institutional, regulatory and legal civic education framework developed/revised

Your profileQualifications and skills:

  • A postgraduate degree in Civic Education, Democratic Governance, Political Science, Elections, Social or Development Studies, Public Participation or a related field.
  • Excellent communication skills with good command of both written and oral English

General professional experience

  • Must have a minimum of eight (8) years of experience in project management and administration with a minimum of three (3) years’ experience as a Team Leader or four (4) years as Deputy Team Leader in the area of Civic Education, Democratic Governance, Political Science, Elections, Social or Development Studies, Public Participation or related fields.

Specific professional experience

  • Demonstrated experience in project cycle management with ability to manage and oversee all aspects of the project cycle.
  • Demonstrated experience in facilitating multi-stakeholder processes towards common goals, including: government, donors and their implementation programmes, academia and civil society.Professional experience in sub-Saharan Africa will be an added advantage
  • Demonstrated experience working with EU funded programmes will be an added advantage.

Location informationThe Technical Assistance will operate from Lilongwe, within the offices of the Ministry of National Unity. Considerable travel outside of Lilongwe should be anticipated for implementation of activities and monitoring of the programme.

Start date & period of implementation

The estimated start date is 1st February 2023 and the period of implementation of the contract will be 48 months from this date (maximum 800 working days).
