Chemonics International Inc., a U.S.-based international development consulting firm, seeks a Subcontracts Director for the USAID Next Generation Early Grade Reading Activity (NextGen) in Malawi. The $75 million activity aims to solidify and build on the contributions made to date as part of the implementation of Malawi’s National Reading Program (NRP) towards improving the delivery of high-quality early primary reading instruction in all Malawian primary schools.
Chemonics International Inc. seeks applicants for the position of Subcontracts Director for the USAID Next Generation Early Grade Reading Activity (NextGen) in Malawi. This is a long-term position that will be based in Lilongwe, Malawi. The Subcontracts Director will report to the Deputy Chief of Party – Finance and Operations.
Principal Duties and Responsibilities
- Responsible for the contractual and administrative management, and implementation, of all activities under the NextGen Activity, ensuring implementation of project activities in accordance with Chemonics’ business code of ethics and USAID and Chemonics policies and regulations.
- Works closely with subcontractors to ensure requirements of assigned contracts are met and company interests are protected through compliance and risk mitigation
- Negotiate and execute individual contracts, modifications and other agreements, including highly complex contractual arrangements of strategic importance
- Reviews subcontract deliverables and confirms deliverables are in accordance with contract terms and conditions.
- Analyze, assess and assist with the contractual and financial aspects and the
disbursement/ payment of NextGen subcontracts. - Report any bottlenecks or issues in subcontract implementation.
- Assist in establishing internal controls to ensure that the compliance tools and adherence throughout the project are effective and efficient in preventing, detecting, identifying, and correcting non-compliance with applicable rules and regulations.
- Monitors contracts and purchase orders issued to vendors and follow up as
necessary to ensure compliance to contract terms and conditions. - Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.

Job Qualifications
- Bachelor’s Degree in Business Administration, Finance or a related field required, Masters, or equivalent, desired.
- At least 7 years of experience with technical subcontracts management on donor-funded projects
- Extensive knowledge of USAID rules and regulations related to procurement and subcontracting, including U.S. government regulations for compliance and oversight
- Excellent interpersonal skills and an ability to manage a diverse range of professional relationships
- Demonstrated leadership, versatility, and integrity
- Written and spoken proficiency in English required.
