Family Health Services (FHS)

Family Health Services (FHS), formerly known as PSI Malawi, has partnered with the government of Malawi through the Ministry of Health (MoH) since 1994 in safeguarding the health of Malawians by using private sector approaches to reconfigure healthcare delivery – (i) through directly delivering innovative social and behaviour change communications, social marketing, and social franchising across a wide range of health areas including Reproductive Health, HIV, Malaria and waterborne disease prevention ii) by playing a market facilitation role, approaching market challenges and opportunities with a system-wide lens that unlocks a self-sustaining market with multiple players that can prioritize, adapt and ultimately thrive without external assistance and funds.

While a local organisation with deep roots in Malawi, Family Health Services is globally connected; mainly through affiliation to Population Service International (PSI), a Washington DC-based non-governmental and non-profit making organization that boasts a global network of members across over 50 countries through which FHS continues to leverage capacities, learnings, and best practice to enhance activities in Malawi. To accomplish its mission, FHS is inviting applications from suitably qualified candidates to fill the following vacant positions.

Sub-Awards Manager – Programs

1. Job Summary.
Responsible for programmatic sub-recipient management in FHS using Sub-awards management life cycle. Be able to identify and address uncertainties that are inherent in the life of programs for FHS Sub-recipients. Manages Sub-recipients’ program changes through a comprehensive process of identifying, assessing, managing and applying control measures and harness newly available opportunities.

2. Duties and responsibilities

  • Facilitate Sub recipient (SR) pre- award assessment and provides due diligence feedback to management.
  • Complete selection and negotiation memo for new Sub recipients through provision of reasons why SRs have been selected and whether they are meeting all PSI requirements.
  • Draft and review Sub-recipient sub-agreements and has in-depth knowledge on special conditions of each sub-agreement.
  • Identify conditions requiring amendments in Sub-agreement and facilitates the modification process for Sub-recipients to ensure that all changes have been formally accepted and signed against by both parties (FHS and the SR)
  • Provide feedback, reports to Sub-awards Manager and Chief of Parties for each project on: Project progress; challenges encountered; proposed recommendations.
  • Review and provide technical advice and where necessary capacity building initiatives on Sub recipients’ work-plans and reviews activities budget against expected outputs.
  • Review Sub recipient’s narrative reports and identifies areas requiring support.
  • Monitor Sub-recipients’ programmatic performance through tracking of project indicators in narrative reports, adherence to work-plans, and drafting and implementation of remedial actions.
  • Determine reasonability of Sub-recipients’ expenditure for each reporting period against program activities implementation through a vigorous review of narrative and financial reports and reports to Finance staff team.
  • Plan and participate in site visits for Sub-recipients and follows-up on identified issues.
  • Create and manage “issue log” for each Sub-recipient in collaboration with Sub-awards team to facilitate a learning process for a quality program outcome’ delivery – Reviews and updates monitoring plans for sub-recipients.
  • Manage relationship between FHS and sub-recipient through proper and supportive programmatic communication to Sub-recipient.
  • Plan and conduct technical meetings with Sub-recipients to ensure effective project delivery.
  • Coordinate partners meetings (where more than one partner is involved in one project) on quarterly basis to monitor progress, discuss challenges and way forward for effective project implementation.
  • Identify any programmatic issues warranting suspension or termination of sub-agreement and provides feedback to management.
  • Post SRs documents on SharePoint for grading for audit and review purposes.
  • Draft and submit progress reports for specific Sub-recipients to specific
    Chief of parties for specific Programs under FHS.
  • Liaise with specific Managers in FHS to conduct specific monitoring activities to Sub-recipients e.g. Quality Assurance Manager to conduct QA assessments, M&E Manager to conduct Data audits etc.
  • Communicate to Sub-recipients on any programmatic changes, updates to ensure adherence to donor stipulations.
  • Participate in and provide updates in monthly sub-award check in meetings with the departmental head.
  • Participate in and provide updates in MPR meetings and also participate in and draw a close-out plan for each sub-recipient.

3. Qualifications, Knowledge, Abilities and Skills.

  • Master’s degree in project management, developmental studies, or any other relevant field.
  • At least 5 years’ experience in Sub-award management
  • Experience in managing a busy and complex project and work within timelines
  • At least five years of experience in implementation of public health related programs at facility and/or community levels in Malawi.
  • Must demonstrate good managerial, administrative, and decision-making abilities.
