The Government of Malawi has received a grant from the International Development Association
(IDA) of the World Bank toward the cost of digital development in Malawi “Digital Malawi Acceleration Project” and intends to apply part of the proceeds for consulting services of as Social Specialist.

The overall aim of the Digital Malawi Acceleration Project is to increase access to, and inclusive use
of, the internet and improve the Government’s capacity to deliver digitally enabled services. The project has four components, namely, Affordable broadband and secure data hosting, Interoperable and secure data platforms, High impact digital services and productive digital usage and Project management. Under Component 4, the Project is expected to cover the establishment of Malawi Information Technology Authority (MITA) by providing funding for the establishment and operationalization of the proposed authority. The Component will also fund the Digital Malawi
Acceleration Project management and coordination unit that includes procurement, financial
management and social and environment standards. It is with this background that the Government
of Malawi intends to engage the services of the Social Specialist.

The Social Specialist will ensure that all social risks and impacts are managed in accordance with the
Environmental Social Standards (ESS’s) of the World Bank and relevant local legislations in Malawi.
The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to
indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services. The consultant shall be an individual with relevant qualifications and experience. The
shortlisting criteria shall be:

1. A minimum of a Master’s Degree in Social Work, Sociology or any relevant field (e.g. Anthropology,
Sociology, Social Development, and/or Gender Studies) with a minimum of 5 years postgraduate
progressive experience in implementing social safeguards management, community liaison and
gender implementation initiatives in World Bank or other donor funded projects
2. Should Demonstrate having knowledge of involuntary resettlement (including temporary or
permanent physical and/or economic displacement) and implementation of grievance redress
mechanisms.
3. Should Demonstrate having proven work experience in stakeholder engagement with civil
society organizations, development partners, project beneficiaries and Government agencies
4. Demonstrated ability to work in a team and capacity to foster teamwork and establish
harmonious working relationships in a multicultural environment
5. Demonstrated evidence of accomplishments of work objectives of similar magnitude and scale
while creating an enabling environment for team and collaborators

A successful candidate will be part of the Project Implementation Unit tenable at the Public Private
Partnership Commission in Blantyre. The Social Specialist shall be responsible for the day-to-day
oversight activities related to Digital Malawi Acceleration Project, ensuring compliance with social
risk management established in the project’s approved and disclosed Environmental and social
instruments in compliance with the Environmental and Social Commitment Plan (ESCP). The
Social Specialist is expected to work in close coordination with a well-dedicated team of Project
Management professionals including the Environmental Specialist (ES).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of
the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual (INDV) selection method set out in
the Procurement Regulations.
