Job Summary:

The Senior Technical Advisor, M&E, will lead M&E efforts for HIV-related services targeting AGYW. The Senior Technical Advisor will develop and maintain a monitoring, evaluation, learning, and reporting (MER) system that includes appropriate indicators, baseline data, targets, and a plan to evaluate performance and produce timely, accurate, and complete reporting. The Senior Technical Advisor will also design and execute qualitative research to obtain client feedback on barriers and facilitating factors to the use of program services. The Senior Technical Advisor will lead a team of Monitoring, evaluation, and learning staff in the project and work collaboratively with other project technical leads, local implementing partners, and the District Health Management Teams (DHMT) to achieve a high-level project performance and learning.

Essential Job Functions/responsibilities:

Lead the development and implementation of the M&E plan/Performance Monitoring Plan (PMP) for EMPOWER project. Support the development of robust M&E systems for EMPOWER project and its local implementing partners.    Provide technical guidance to the Department of Health in the three districts of Zomba, Palombe, and Machinga and other government agencies regarding the design and implementation of national M&E systems for AGYW. Design a data quality assurance program for EMPOWER and its local implementing partners and participate in routine data quality assessments for high-quality reporting. Build the capacity of the M&E project and local implementing partners staff, through identification of technical assistance and training needs and training using adult learning methods. Coordinate technical assistance and training to local implementing partners and community-based organizations working with the project in the areas of M&E and PEPFAR/USAID reporting. Ensure timely submission of all required reports from implementing partners. Oversee compilation of data and preparation of project reports as per the award agreement when necessary (Weekly-HFR, quarterly, bi-annual and annual). Oversee the development and implementation of appropriate analytical frameworks and build staff as well as partner capacity in data analysis and use. Work as part of a team to support the use of data from various sources to routinely assess project performance and support performance improvement. Assist with the identification, documentation, and dissemination of project experiences, lessons learned, and success stories. Provide leadership and technical assistance for the development of electronic data management systems. Represent the project at national, regional, and international meetings as required. Coordinate and support inter-institutional M&E Technical Working Groups (TWGs) by organizing meetings, preparation of project briefings, and training events e.t.c. Perform other duties as assigned.

Required Qualifications:

A Master’s Degree or higher in Public Health, Social Sciences, or other relevant
A minimum of 7 years of experience in monitoring and evaluation in the public health and HIV fields. Hands-on practical experience setting up and managing MER systems for health programs in developing countries, and the ability to coach and train others in their use. Demonstrated expertise in designing rigorous quantitative and qualitative data collection systems and knowledge of methods for data analysis. Knowledge of M&E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS. Good understanding of PEPFAR and USAID indicators and reporting requirements. Experience working with and reporting results to USAID/PEPFAR. Knowledge and understanding of HMIS, and survey methodologies. Experience with training and capacity-building methods for HMIS. Demonstrated expertise in building and monitoring the capacity of local implementing partners, community-based organizations in monitoring and evaluation, Strong skills using MS Excel Word, PowerPoint, and Access, and at least one data management software program (SAS, SPSS, Epi Info, Atlas) and experience training others in its use is highly desirable. Experience in knowledge management and dissemination of research findings. Excellent report writing, analytical and oral presentation skills. Excellent verbal communication skills with the ability to synthesize information quickly. Must be able to work with multi-disciplinary teams. Ability to work independently and manage a high-volume workflow.
