Focus of the Role

Job Introduction

Our main objective in this strategically important role is to provide support at the centre of Government, working with the Presidential Delivery Unit, the Office of the President and Cabinet, and senior government officials in the design and delivery of projects across our policy delivery clusters especially the Agro-Industrialisation, Human Capital, Infrastructure and Digitalisation Clusters.

The Senior Programme Delivery Advisor will provide generalist support to all other advisors in a design and delivery capacity as they work to drive implementation for their government counterparts with quick documentation turn-around time. This is a senior role requiring an exceptional candidate with relevant experience in the design and delivery of projects (operational and strategic) in a fast-paced environment. The candidate must be able to demonstrate the capacity to bring clarity and structure to the evolving work of other team members within their clusters.

 

 

Key Responsibilities

Delivery and capacity building

  • Establish, review, and maintain high level project goals and plans, and lead their implementation
  • Alignment with overall TBI regional programmes and collaboration with other project/country heads and directors
  • Be the problem-solving lead in responding to key issues
  • Manage day to day partner relationship
  • Overall project quality control
  • Advise project/country heads and directors on matters related to delivery
  • Work with Delivery Practice and Tech for Development Practice to ensure alignment and consistency in delivery methodologies
  • Inspire and engage within TBI externally on topics related to delivery
  • Shape and embody a culture that drives innovation and results-orientation
  • Development of data-driven and other analytical tools for management and delivery

Key elements of the role include:

Problem solving: Diagnose partner governments’ problems through robust hypothesis-driven analysis. Identify innovative solutions through drawing on global best practises, including fluency in qualitative and quantitative analysis. Create decision-making frameworks in a clear and compelling way through multiple deliverables (from short briefing notes to highly visual PowerPoint presentations). Ensure recommendations are politically feasible as well as technically sound

Programme delivery advisory: Monitor and review delivery across various in-country and cross-country programmes

Counterpart management: Provide support to country teams in ensuring effective and trusted relationships with senior politicians in government, such as Presidents, PMs, Ministers, and Special Advisers through the clear development of delivery capital.

Thought leadership: Provide and offer thought leadership to project/country head and directors across multidisciplinary topics related to delivery including social-economic reforms, FDI, tech for development, financial inclusion, sustainability.

Contribution to TBI

  • Quickly become a valued and supportive team member of the East Africa region supporting the country teams on matters related to delivery.
  • Contribute to wider TBI initiatives and other activities as required by the southern African Region and related country heads or other practises within TBI.

Person Specification

This is a role in a fast-paced team, working within complex policy areas that are highly scrutinised. We are looking for enthusiastic and resilient individuals with a “can-do” outlook and the ability to consistently achieve results in a fast-paced environment. We are looking for an experienced leader with:

  • Significant multidisciplinary experience, cutting across technology and/or development agendas in developing and emerging economies. This should include management consulting or government advisory.
  • Strategic problem-solving ability, can challenge the status-quo and develop plans for successful delivery of challenging objectives
  • Demonstrable expertise in economics, public policy, or international relations
  • Outstanding management skills and the proven ability to build and inspire teams to achieve exceptional objectives
  • Excellent communication and influencing skills from executive office level through to technical level; is adept at speaking to senior leadership; knows how to navigate ambiguous environments; is comfortable at managing up and beyond hierarchy
  • Has worked or consulted in developing and emerging economies and is sensitive to a diverse range of cultural and regional norms, and fosters a positive spirit of collaboration between the countries and the global TBI government advisory practice
  • Postgraduate degree favoured
