
Central Medical Stores Trust
The Central Medical Stores Trust (CMST) is responsible for procurement, warehousing, sales and distribution of quality and affordable medicines and medical supplies to public health facilities and others affiliated to the Government of Malawi through the Ministry of health in Malawi. The CMST seeks to recruit staff in various positions which have fallen vacant within its establishment as follows:
JOB TITLE: SENIOR PROCUREMENT OFFICER
GRADE: MS4
RESPONSIBLE TO : PROCUREMENT MANAGER (MS3)
LOCATION: HEAD OFFICE, LILONGWE
RESPONSIBLE FOR
Ensuring efficient sourcing of suppliers and management of procurement contracts relating to medicines and medical supplies. Including contract management and monitoring to ensure that Suppliers, Service providers and Contractors perform and deliver as per the terms and conditions of the contract with CMST.
Duties and Responsibilities
- Initiate procurement plans for medicines and medical supplies in accordance with applicable Procurement Laws;
- Conducting assessment of procurement needs in all CMST Directorates;
- Executing prequalification of suppliers of medicines and medical supplies;
- Development of contracts and solicitation documents;
- Publication of procurement notices, invitation for bids, call for expression of interest and intention for award of contracts;
- Preparing technical specifications for medicines, Requests for Proposals, including terms and conditions and evaluation criteria;
- Organising and coordinating the evaluation of bids for procurement of medicines and medical supplies;
- Determining and justifying procurement methods;
- Supervising the recording and profiling of suppliers, consultants and supply chain stakeholders;
- Producing and submitting quarterly reports;
- Participate in the procurement of medicines and medical supplies as well as corporate and shared services and/or goods for the Trust;
- Train Strategic Business Units of the Trust on the procurement of medicines and medical supplies.
Academic and Professional Qualifications
- Bachelor’s Degree in Procurement, Supply Chain Management, Business or Public Administration;
- A Master’s Degree in Supply Chain Management or a related field and a qualification in Pharmacy will be an added advantage;
- Must be registered with relevant supply chain management bodies:
- Five (5) years of progressive work experience.
Experience and Skills
- Experience in the procurement of medicines and medical supplies;
- Ethical, with a strong stand against corruption, and a supporter of tenets of good corporate governance;
- A high measure of tested financial and moral integrity:
- Free from past convictions of criminal offences by a court of law;
- Ability to manage staff;
- Commitment to the tenets of good corporate governance;
- Ability to pay attention to detail;
- Excellent numerical and analytical skills;
- Excellent computer literacy, with advanced skills in Microsoft packages and exposure to an enterprise resource planning system (ERP).
