
National Planning Commission
INTRODUCTION
The National Planning Commission (NPC) is an autonomous public institution that was created through an Act of Parliament in 2017 to coordinate the formulation of long and medium-term national development plans and oversee their implementation. NPC has since then coordinated the successful formulation of the Malawi 2063 national vision and the Malawi 2063 First 10-Year Implementation Plan (MIP-1).
To fulfill its mandate effectively and efficiently, an opportunity has arisen within the institution to fill the positions of:
Senior Monitoring & Evaluation Officer, Research Officer and Team Assistant at NPC in Lilongwe.
These are highly demanding positions that require persons who have demonstrable capacities and qualifications towards making the NPC a center of excellence in medium and long-term national development planning and implementation oversight. More importantly, the NPC seeks professionals that are motivated and enthusiastic in driving the new development narrative of ‘wealth creation for all”
The following are the required personnel and work-related qualities for the positions:
SENIOR MONITORING & EVALUATION OFFICER – GRADE NP4
Reporting to: Monitoring and Evaluation Manager
Duties and Key Responsibilities
- Lead in the monitoring and evaluation of National Development Plans;
- Contribute to monitoring and evaluation of medium- and long-term national development programmes and flagship projects;
- Provide technical insight to the reviewing and refocusing of the Malawi 2063 First 10-Year Plan (MIP-1) programmes and projects;
- Support in the development and alignment of sectoral and district level monitoring and evaluation frameworks;
- Document success stories, best practices, and lessons learned and share them with team members and other stakeholders to facilitate continued improvement and impact;
- Build capacity to team members and key stakeholders to enhance their understanding of the M&E framework for the medium-term national development strategy and long-term vision;
- Contribute to preparation of periodic reports on implementation of medium- and long-term national development plans in liaison with relevant and submit to the relevant stakeholders as specified in the legal framework;
- Carry out periodic progress review meetings on implementation of medium and long- term development plans;
- Participate in managing and updating an effective communication framework to enable all relevant stakeholders access all knowledge and information on national development;
- Cultivate strategic M&E relationships and alliances in other public national institutions and key stakeholders for monitoring, evaluation and knowledge and learning;
- Carry out any other activities as agreed within management.
Minimum Academic and Professional Qualifications/Experience
- A Master’s Degree in Statistics, International Development, Demography Economics or Social Sciences.
- Possess at least 4 years post graduate experience in programme/project monitoring and evaluation.
