Project Description
USAID’s Tisamale Mabuku Project (TMP) activates the role of communities and civil society in the management and utilization of National Reading Program (NRP) Teaching and Learning Materials (TLM) and works with Ministry of Education (MoE) system stakeholders at all levels to strengthen TLM provision and use through community engagement, social accountability and collaborative governance. EDC and its team of Malawian civil society partners work with school community management groups, including School Management Committees (SMCs), Parent Teacher Associations (PTAs), and Mothers Groups (MGs), district-based MoE staff and Civil Society organizations to co-create sustainable solutions for improved TLM management, replenishment, and use that are owned by participants and reflect local contexts.

Position Description
The Senior Monitoring, Evaluation, and Learning Manager in coordination with MEL team will set the direction for all MEL activities across the TMP consortium. S/he establishes and manages the overall activity system to measure results and track progress towards meeting project targets. S/he will manage and coordinate field-based staff and consortium partners responsible for conducting MEL activities at district level. The individual shall ensure that the methodologies proposed by EDC and its partners are being consistently and systematically monitored, evaluated, and reported.
Essential functions include:
- Lead the development and implementation of the project’s M&E plan;
- Design the monitoring and evaluation tools and forms;
- Design data collection protocols and procedures;
- Oversee monitoring and evaluation data collection activities,
- Oversee M&E database setup and management, including processing, transfer, entry, verification and cleaning;
- Ensure electronic and paper data are stored according to compliance protocols;
- Oversee internal communication on M&E progress and results:
- Manage M&E staff and consultants;
- Train data collection and other M&E staff as needed;
- Conduct data quality assurance checks;
- Conduct qualitative and quantitative data analyses;
- Generate data reports in compliance with USAID procedures and agreements in the award;
- Lead preparation of evaluation reports;
- Draft M&E reports for the COP in compliance with USAID procedures and agreements in the award;
- Ensure effective communication and collaboration between M&E team, project staff, consortium partners and home office;
- Mentor and build the capacity of junior M&E staff;
- Provide other management and support as needed.
Qualifications
The candidate for the position of Senior MEL Manager shall have at a minimum the following qualifications:
Education:
Master’s degree in Social Sciences or related field.
Skills and Experience:
- A minimum of 8-9 years of progressively responsible and relevant experience; including performance monitoring, monitoring and evaluation, or operations research related to education in the development sector;
- Knowledge of USAID standard indicators and monitoring, evaluation and learning standards;
- Minimum of 3 years of supervisory and management experience;
- Demonstrated experience in monitoring implementation and output and outcome indicators in education, including quality, learning outcomes, access, retention, and community engagement;
- Competence in qualitative and quantitative study design and implementation as demonstrated in samples of previous work;
- Competency in descriptive and inferential statistics, including experience with statistical software (e.g., SPSS or Stata, as well as Excel);
- Experience in developing and coordinating data collection, processing and analysis systems, electronic data collection and analysis preferred;
- Knowledge of database management, SQL preferred;
- Expertise in data visualization preferred;
- Good working knowledge of USAID reporting requirements preferred;
- Demonstrated high level of professionalism when dealing with sensitive and confidential documents and issues, and with co-workers and EDC partners.
- Strong organizational, communication, computer, leadership, and interpersonal skills;
- Good technical writing skills;
- Ability to work effectively with diverse stakeholders;
- Willingness to travel to districts covered by the project.
Language:
Fluency in English and Chichewa is required.
