Position: Senior Manager for Sector Services

Period Of Performance: August 2022-August 2027

Base Of Operations: Lilongwe, Malawi

Position Reports To: Chief of Party

Through the Malawi Governance for Solutions (GfS) Activity, USAID seeks to build on the incremental gains in decentralization and associated service delivery improvements, with the understanding that to make the significant leaps now required for Malawi to meet its own development goals—in the face of a fast-growing, young population—a bold, adaptive, and sustainable approach is required. To successfully remove critical bottlenecks and diffuse effective governance practices, DAI will deploy a locally driven approach—Facilitate, Catalyze, and Scale—drawing on Problem Driven Iterative Adaptation (PDIA) as a core methodology. Through the Facilitate, Catalyze, and Scale approach, DAI will help local stakeholders to tackle the root causes of service delivery failures through best-fit solutions and offer demonstrative models based on positive deviance. Through both process-oriented facilitation and the provisions of technical support and grants, GfS will foster stable, resilient, and more self-reliant partnerships that best position local communities to address their own challenges and contribute to the trajectory of Malawi Vision 2063.

Objectives of the assignment

The Senior Manager for Sector Services will work closely with the COP and other technical leads to guide the GfS forward, ensuring sounds technical direction. She/he will be responsible for fostering partnerships with key stakeholders to promote GfS’s technical approach.

3. Tasks & Responsibilities

· Oversee the sourcing and quality assurance of short-term technical assistance – the Sector Advisors – to provide targeted technical support to coalitions convened under each PDIA intervention, and specifically on the implementation of identified solution packages, supported by GfS undertaken by coalitions.

· Oversee a pool of District Liaisons, based in and/or supporting coalitions in targeted districts.

· Under the direction of the COP and as requested, facilitate/lead engagement and coordination with key sectoral ministries, departments, and agencies [e.g. Ministries of Education, Science, and Technology (MOEST); Health (MOH); and Agriculture (MOA) among others] to keep them generally informed of activities, prevent roadblocks, and maximize opportunities to diffuse learning about successful approaches to encourage wider adoption, replication, and/or adaptation at scale.

· Engage sector working groups and their members to similarly secure/strengthen buy-in

· Lead interventions which promote good governance and strengthen key relationships.

· Contribute to, and participate in, project reporting, events, and learning activities

· Lead interventions with GESI principles in mind

· Directly supervise G2G TA Specialists, including, but not limited to: National Level, G2G TA Specialist—Mangochi Level, G2G TA Specialist—Zomba Level, Sector Advisors STTAs. The geographic location and technical expertise of the positions may change through implementation, reflective of an evolution of the G2G commitments made by USAID.

4. Qualifications

  • A post graduate degree in social sciences, international development, and/or other related fields.
  • Proven professional experience in the development field, including working in developing countries.
  • Demonstrated ability to create and maintain effective working relations with diverse stakeholders including government personnel, stakeholders, non-governmental organizations, and private sector partners, and international donor agencies, academia, and local communities.
  • Effectively conveys information and expresses thoughts professionally orally and in writing, demonstrates effective use of listening skills and displays openness to other people’s ideas and thoughts.
  • Demonstrated successful working experience in adaptive management
  • Demonstrated experience and understanding of public sector management, public service delivery, stakeholder mobilization and engagement, policy advocacy, citizen engagement, and organizational systems strengthening.
  • In depth understanding of and ability to effectively function in east Africa’s political, cultural, and social landscape, as well as a proven track record of working effectively with host country governments are various levels
  • Experience identifying and assuring the quality of work underdone by short-term technical experts.
