 INTRODUCTION AND BACKGROUND

The Malawi Energy Regulatory Authority (MERA) was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent,efficient and cost-effective mannerfor the benefit of consumers and operators. The MERA’s vision is to be a global leader in Energy Regulation.

In order to fulfill the aforementioned mandate and vision effectively and efficientlywith leadership and management at technical level, an excellent and rare opportunity has arisen to engage qualified persons of Malawian origin to fill managerial and speciality positions of Legal Services Manager (LSM), and Internal Audit and Risk Manager (IARM) Grade M3 and Senior ICT Officer Grade M4 tenable at its Head Office in Lilongwe. Management thereforeinvites applications from suitable candidates to fill the three (3) positions on permanent basis.

 

 

These are highly demanding positions that require persons of demonstrable capacities
to initiate managerial and technical innovative geared at making MERA a vibrant and competitive public institution with utmost responsiveness to its stakeholders.

The following are the required academic and professional qualifications, personnel, and work-related traits for the positions:

POST: SENIOR ICT OFFICER

Reporting to: ICT Manager

Responsible for: ICT Officers – (Application Support Services & Infrastructure & Networks)

Purpose of the Job

To ensure that ICT systems, Services and Infrastructure remain up-to-date, secure and are effectively utilised to facilitate efficient delivery of services to customers.

Key Responsibility Areas

a) Implementing, monitoring and reviewing ICT plans, policies, ERP, processes, projects, systems and infrastructure in line with business requirements of the Authority.

b) Providing specifications for ICT resources and services to ensure resilience and agility of services.

c) Implementing and supporting ICT security aspects.

d) Providing enterprise ICT user support.

e) Managing enterprise ICT infrastructure.

f) Implementing, monitoring and supporting necessary security and risks aspects for ICT infrastructure, Local and Wide Area Networks.

g) Maintaining Management Information System (MIS), user manuals and website for the Authority.

h) Troubleshooting and resolving hardware, networks and other ICT related faults and engaging in preventative maintenance.

i) Preparing periodic ICT reports.

j) Allocating and supervising work of ICT Officers.

Academic and Professional Qualification and Experience

The ideal candidate for the post must:

1. Have a Bachelor’s Degree in Computer Science, Information Technology or Information Systems;

2. Possess a Master’s Degree in Computer Science or Information Technology or Information Systems or Business Administration;

3. Have four (4) years’ experience at senior or middle management level in a highly reputable and busy working environment;

4. Be an active member of ICT Association of Malawi;

5. Demonstrate through knowledge of the Energy Sector.

2. Have excellent diagnostic skills of ICT equipment and systems;

3. Demonstrate ability to manage various ICT systems and applications;

4. Be able to analyze and advise management on new technologies;

5. High level of integrity and honesty;

6. Be results oriented and work under pressure;

7. Be a team player with excellent communication skills;

8. Be decisive, self-motivated and assertive.
