POSITION MANDATE

Resonance is seeking a Senior Grants & Subcontracts Manager to support the anticipated USAID Malawi Fisheries Management Activity, which is expected to strengthen economic, regulatory, and governance mechanisms that effectively conserve the exceptional biodiversity of Lake Malawi while supporting improved livelihoods from sustainable, inclusive, and equitable wild-caught fisheries in priority areas of the Lake. The Senior Grants & Subcontracts Manager will oversee the procurement, award and management of all Activity grants and subcontracts.

This is a full-time position based in Malawi, reporting to the Finance and Operations Director.

OUTCOMES / Essential Functions

  • Lead and oversee the development, solicitation and awarding of all Activity grants and subcontracts
  • Assume primary responsibility for overall grantee and subcontractor oversight, planning, compliance, reporting and quality control for the Activity.
  • Develop and/or update grants and sub-contract manuals in compliance with USAID requirements, working closely with project staff in country and in the Resonance Home office.
  • Administer the full cycle of grant and subcontractor management activities, including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, review of monthly reports, monitoring/compliance visits, and closeout.
  • Oversee budget management of project’s grant pool and ensure accurate and timely disbursement and liquidation of grant and subcontractor funding.
  • Ensure timely training and capacity building of grantees, subcontractors, and project staff to understand and comply fully with Resonance policies, USAID regulations, and Malawian law
  • Develop and/or update training materials and carry out regular training with subgrantees, subcontractors, Resonance field staff, and other project partners where necessary.
  • Supervise the work of a Grants Specialist.

Required education & experience

  • Bachelor’s degree in related field required.
  • Minimum 5 years of professional and directly relevant experience.
  • Strong experience in international grants management, managing large complex multi-million-dollar USAID grants.
  • Demonstrated background ensuring compliance on large complex donor funded programs and current knowledge of USAID rules and regulations.
  • Proven track record of working collaboratively with various stakeholders.
  • Strong interpersonal skills to maintain good relations with the relevant partners and counterparts.
  • Well organized, able to work independently, skilled in handling multiple tasks, able to adhere to deadlines.
  • Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
  • Strong management skills to guide all project human, technical, and financial resources.
  • Experience managing subcontracts.
  • Strong interpersonal, writing, and oral presentation skills in English and Malawian Chichewa.

Preferred education & experience

  • Previous experience as a USAID Grants and Subcontracts Manager preferred.
  • Supervisory experience preferred.
  • Self-starter with excellent interpersonal and communication skills who takes initiative and leadership.

travel expectations

The employee must be able to travel domestically and/or internationally and up to 20% for work assignments.

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
