SENIOR GRANTS FINANCE OFFICER-REPORTING (GRADE 15), 1 Position, Based in Lilongwe District.

Purpose of the position

Responsible for overall budget monitoring and compliance oversight of the Global Fund grant and all related sub-grantee/sub-contractors. S/ he oversees the design and implementation of strong internal controls and appropriate financial reporting procedures/policies to minimize/ manage risks associated with grant implementation, safeguard Global Fund’s resource s, achieve consistent compliance with Global Fund grant agreement, approved work plan/budget, Global Fund policies and guidelines, as well as WV International policies and procedures. S/ he coordinates capacity assessments and the identification of needs for support in compliance, budgeting and financial management and their Implementation as well as actively works with the sub-recipients (SR) in developing their grant management capacity. In coordination with the Associate Director and compliance teams, s/he develops and implements the strategy to prevent or reduce compliance-related liabilities and risks. The scope of work covers all aspects of financial and grant management of the Global Fund Malaria, HIV Aids and TB grant implemented by WV Malawi.

Key Duties and Responsibilities

Oversee Financial planning, budgeting and accounting for GF projects

  • Oversees Financial planning, budgeting and accounting for GF projects
  • Leads the identification of budget and compliance needs and
  • Oversees the implementation of trainings on budgeting and compliance with all relevant Global Fund program staff and the SR(s) under the grant.
  • Proactively track budget spending and report on adverse budget variances on monthly basis and results from SR monitoring
  • Develops effective budget monitoring tools and implement them Recommendations to the Associate Director Finance on needed actions for all Global Fund malaria/HIV Aids &TB program activities; review SR budgets against spending and provide comments
  • Takes the lead on liaising with WV Malawi SRs and SL providers Finance teams,
  • Reviews SR and SL cash projections, review SRS and SL provider’s liquidation journals liquidations and ensure there is adequate support documentation for the implemented milestones, and recommending correction when necessary
  • Ensures SR and SL provider’s internal control systems are reviewed and monitored to verify that financial duties are adequately segregated.

Financial Reporting and Compliance

  • Serves as the principal point of contact on grant management and compliance issues with WV Malawi and SRS and SL Providers and Compliance staff, the Global Fund program staff
  • Ensures that donor required reports are prepared accurately and disseminated within the due dates; coordinate financial reporting. This includes ensuring that reports (e.g. FFRS, SF 425, PU) are discussed collectively with the different functions (program management, M&E, finance). To ensure quality analysis of the issues and identification of appropriate solutions, ensuring that this is captured in the report and carrying out accuracy and quality checks before submission to the Associate Director-Global Fund.
  • Coordinates the development and implementation of grant management trainings and capacity building activities in close collaboration with Associate Director_finance and compliance staff

Oversee Sub Recipient Financial Management, monitoring and capacity building processes.

  • Ensures that the Global Fund program has in place documented processes for SR monitoring and that the team adheres to the schedule of planned Financial Compliance monitoring visits as well as agreed audits external and internal.
  • Leads the identification of performance gaps and needs of SR and partner staff and ensure the design and delivery of high quality support and technical assistance
  • Ensures Sub Recipients Financial reports are reviewed, properly consolidated and presented in compliance with Global Fund policies and standards.
  • Ensures that assessments and monitoring visits are conducted in accordance with Grants Management manual on timeliness, comprehensiveness, professionalism and documentation standards are upheld.
  • Ensures SRs internal control systems are reviewed and monitored to verify that financial responsibilities can be efficiently conducted and capacity strengthening and audit recommendations are implemented as agreed.

Bank Reconciliation Supervision

  • Ensures that Finance Officer perform the reconciliation and verification of accounts regarding cash at hand and cash at bank
  • Reconciles and rectify all SR ledger accounts
  • Follows up all transactions continuously and provide updates through reports to the management
  • Adheres to corporate standards and procedures in all reconciliation activities
  • Improves personal skill set regarding software proficiency, financial analysis and data processing
  • Files all prepared accounts in a well-organized manner

Knowledge, qualification and experience required

  • Bachelor’s Degree in Accounting, Finance, or International Business Management
  • 3+ years of solid experience in financial management and monitoring systems, preferably of large development programs, possibly complemented by academic expertise;
  • Must be able to work with multiple deadlines and high demands Ability to handle sensitive and confidential information with absolute discretion
  • Excellent financial and analytical skills;
  • Excellent communication and drafting skills for effective reporting on programme financial performance;
  • Ability to manage a financial/monitoring team and demonstrate leadership;
  • Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;
  • Ability to operate in a cross-cultural environment requiring flexibility; Familiarity with the aid system, and understanding of donor and governmental requirements;
  • Excellent command of Excel and accounting packages those with Sun System experience will have an added advantage
