World Relief Malawi is implementing a USAID funded SCOPE project which seeks to use and improve existing private and public health systems, working with health service providers to co-train community health actors and strengthen policies to improve access to services.

World Relief Malawi, through the SCOPE project, collaborates with key stakeholders to reduce preventable maternal health and child mobidity by increasing utilisation of reproductive health services for women of reproductive age and utilisation of primary health care services by under five children.

Job Title: SCOPE RMNCH MEAL Coordinator

Location: Lilongwe, Malawi

Reports To: SCOPE RMNCH Project Manager with dotted lines to M&E Manager

The Strengthening Community Health Outcomes through Positive Engagement (SCOPE) Program is a New Partnerships Initiative (NPI) cooperative agreement funded by the U.S. Agency for International Development (USAID) being implemented in 4 African countries, Malawi, Kenya, Haiti and South Sudan. This position will be based in Malawi SCOPE RMNCH Project

Position Summary:

The MEAL Coordinator provides M&E, programmatic, and technical assistance to SCOPE RMNCH project. She/he utilizes the Collaboration, Learning and Adaptation Approach to continually assess project progress and facilitate adaptive learning and data-driven decision making, participates in the development and implementation of projects M&E strategy and tools.

She/he ensures quality and timeliness of monitoring and evaluation data in alignment with MEL plan, and provide capacity building and support to SCOPE RMNCH staff in program management M&E functions. Will work in close collaboration with District Coordinators for RMNCH project.

Essential Functions:

Technical Work

  • Contribute to design and implementation of projects work plans, activities and reports
  • Support technical work including review and contextualization of training curricula
  • Support movement of data from the field to electronic systems for program use
  • Perform periodic field visits to ensure the quality of project data collected, data use and provide guidance for project improvement.
  • Conduct ongoing routine data analyses to support ongoing monitoring efforts for the projects
  • Determine and respond to on-going project data needs as part of projects monitoring efforts
  • Support SCOPE RMNCH Manager in reviewing progress reports to ensure high quality reports are submitted on time
  • Develop standard operating procedures (SOPSs), Checklists and guidelines for different interventions and tools
  • Design and develop data management tools including information management systems and training curriculums
  • Support SCOPE RMNCH Manager in ensuring that there is a rigorous beneficiary accountability mechanism at project level.
  • Demonstrate high level technical communication, including generating data-based reports, data visualizations and presentations

Project Management

  • Participate in projects planning and routine meetings
  • Support documentation of projects products
  • Be an active member of monitoring, evaluation and learning (MEL) team to routinely review program performance data and support adaptations to program management and implementation.
  • Develop continuous Quality Improvement (CQI) plans at both site and district and supervisory Area level.

Financial Support:

  • Participate in monthly/quarterly Budget Review Meetings for RMNCH project

Experience And Requirements And Qualification

Minimum Qualifications:

Special Knowledge, Skills, and Abilities

  • Proactive, resourceful, solutions-oriented and results-oriented
  • Familiarity with two or more relevant technical areas: Family Planning, maternal and child health
  • Ability to support work between multiple teams
  • Training facilitation and workshop management
  • Good analytical and problem-solving skills
  • Ability to relate to people at all levels internally and externally.

Qualifications and Experience

  • Bachelor’s Degree in Statistics, Social Science, Public Health, Sociology or any related field of study; and a minimum of 5 year work experience in monitoring and evaluating complex, large, multi-year development programs.

Skills & Knowledge:

  • Proven expertise in quantitative and qualitative methodologies, operations research, management information systems, reporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per objectives.
  • Demonstrated strong management, coordination, teamwork, and planning skills with a proven ability to function effectively with multiple counterparts in private, public, and NGO sectors.
  • Strong understanding of M&E, policy, and compliance requirements.
  • Excellent written and verbal communication skills in English including excellent facilitation skills, demonstrated technical writing skills for publication, and ability to analyze and solve problems, persuade, network, and negotiate.
  • Familiarity with M&E for Child protection, Gender, families strengthening, and social inclusion.
  • Strong statistical and spatial analysis skills using SPSS, STATA, QGIS, ArcGIS etc as well as strong mobile data collection and designing skills using ODK, Kobo Collect etc
  • Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
