SCHEME MANAGER FOR SANKHULANI PIPED WATER SUPPLY SCHEME IN THYOLO DISTRICT

Applications are invited from suitably qualified men and women to fill the vacant post of Scheme Manager for Sankhulani Water Users Association (WUA). The Scheme Manager will play the role of Scheme Manager for Sankhulani Rural Piped Water Supply Scheme which covers parts of Thyolo and Nsanje Districts. He / she will be responsible for the general management of the scheme, providing Technical, Social, Financial and Environmental management support to the WUA and will be reporting
to the Sankhulani WUA Board of Trustees (BoT).

Duties and Responsibilities of the Scheme Manager

● Operating and maintaining intakes, treatment plants, tanks, pipelines and taps for a sustainable water supply service.
● Ensuring provision of good quantity and quality water at all times, including conducting periodic water quality tests.
● Preparing annual work plans and budgets for the Board’s authorization and subsequent approval by the General Assembly (GA).
● Conduct processes for setting and managing water tariffs for the Board’s authorization and subsequent approval by the General Assembly (GA).
● Assist in the implementation of catchment management initiatives for the Sankhulani water supply scheme.
● Preparing monthly water bills and collecting revenue from water users based on the approved tariff.
● Managing financial accounts for the WUA.
● Preparing technical and financial performance reports on regular basis, and subsequently submit them to the WUA Board.
● Conducting assessments for possible scheme expansion to unserved areas, including managing new connections in accordance with the association’s plans, terms and conditions.
● Assisting the Community Tap Points Committees (CTPCs) in the preparation of Facility Management Plan (FMP).
● Performing any other scheme management duties as agreed with the WUA Board.

Qualifications and Experience

  • A minimum of Diploma in Water and Sanitation Management, Water Engineering, Civil Engineering or Irrigation Engineering; Water Resources or Environmental Management from a recognized and accredited institution, with at least five years of practical experience in the operation and management of a rural piped water supply systems. Those with a Malawi School Certificate of Education or equivalent and have a work experience of over 10 years at a
    supervisory level in water supply scheme management may also apply.
  • Should be persons of unquestionable integrity, mature, reliable and able to perform with minimum supervision.
  • Should not be less than 25 years but not more than 55 years of age.
  • Should be computer literate – use of Microsoft Office Package (Word, Excel, and Powerpoint).
  • Those with knowledge and skill in community mobilization and basic accounting skills will have added advantage.

Remuneration

This is a performance-based contract. A fixed remuneration package will be offered, with possible adjustment, based on the level of revenue collected.
