National Construction Industry Council

The National Construction Industry Council was established by an Act of Parliament (Cap. 53:05) for the regulation, promotion and development of the Construction Industry in Malawi. The mandate of the Council includes the registration of persons engaged in the construction industry.

The National Construction Industry Council seeks to urgently engage suitably qualified Malawians to fill the following position:

REGISTRATION OFFICER

(GRADE 5) TENABLE AT THE HEAD OFFICE IN LILONGWE

General Description of the Job

 

 

Reporting to the Regulatory and Enforcement Director and responsible for the Assistant Registration Officer, the Registration Officer will be expected to manage the process of registration of persons, firms and companies in the construction industry prior to, and upon, approval of the applications by the Council.

Duties and Responsibilities

  • Ensure that all applications for registration are properly recorded;
  • Assess all applications for registration and upgrading and prepare a report for the consideration of the Council;
  • Prepare certificates for registration of persons, firms and companies timely upon fulfilment of relevant requirements;
  • Maintain the register of firms and update it regularly as may be appropriate;
  • Monitor implementation of relevant policies, strategies and procedures as they relate to the registration process;
  • Monitor the compliance and ethical conduct of registered persons as it relates to the registration process and liaise with the relevant sections on all detected non-compliance or unethical cases;
  • Initiate development and review of policies, strategies and procedures relating to registration of persons, firms and companies in the construction industry;
  • Initiate the design and review of evaluation criteria or tools for registration of persons engaged in the construction industry;
  • Assist in the development of work plans, procurement plans and budget for the department;
  • Plan, schedule and distribute work to other officers under him/her
  • Provide timely feedback to stakeholders queries or requests;
  • Any other duties related to the office as assigned by the Regulatory and Enforcement Director from time to time.

Qualification, Experience and Competence

The position requires a dynamic, innovative and strategic thinking individual with good interpersonal skills and practical experience in the Construction industry. The ideal candidate should possess the following:

  • A minimum of a Bachelor’s Degree in Civil Engineering, Quantity Surveying, Architecture, Construction Management or other construction related disciplines from a recognized and accredited University. A Master’s Degree will be an added advantage;
  • A clear understanding of the construction industry and its stakeholders including regulations and legislations in the Construction Industry;
  • Not less than seven (7) years experience working in the construction industry including in a busy environment processing and managing records;
  • Efficiency in Microsoft packages including knowledge in web-based applications;
  • Have demonstrated supervisory and analytical skills with well-developed negotiation skills:
  • Have self-drive, excellent communication and interpersonal skills and a team working spirit;
  • Be a strategic thinker with excellent planning and prioritisation skills:
