
Pesticides Control Board (PCB)
Pesticides Control Board (PCB) was established as a Statutory Corporation by an Act of Parliament of 2000 (CAP. 35:03), amended in 2018, to control and manage pesticides trade, use and disposal in Malawi. It is guided by the Board of Directors who have the overall responsibility over its strategic leadership, control and performance.
The key functions and responsibilities of the board include to:
- Register pesticides and issue certificates, licenses and permits, in accordance with the Act;
- Monitor and control the import, export, manufacture, distribution, sale, storage, use and disposal of pesticides in Malawi;
- Conduct public educational campaigns on the safe handling and use of pesticides;
- Advise the Minister on matters related to pesticides
- Prevent smuggling of pesticides and manage pesticides stocks at national level
- Monitor disposal of empty or used pesticide containers and decontamination of sites contaminated with pesticides;
- Dispose of any quantities of any pesticide or pesticide waste;
- Propose regulations to be made under this Act by the Minister
In order to fulfil its mandate effectively and efficiently, with strategic leadership and management, an excellent opportunity has risen to engage suitably qualified person to fill the position on a three-year employment contract as follows: –

Purpose of the Job
The role is responsible for the provision of strategic leadership and guidance in the management and control of pesticides in the country ensuring that all sections in the organization are performing effectively and delivering towards accomplishing the set Key Result Areas as stated in the Strategic Plan of the Board.
Key Duties
- Developing, reviewing and monitoring implementation of overall corporate policies, plans, strategies and budgets.
- Organizing, directing and coordinating implementation of financial, administrative and organizational activities in accordance with good practice and legal provisions.
- Identifying organization structure changes and staff skill requirements and putting in place required management systems and processes to manage the motivation of staff.
- Leading in the development and implementation of risk management strategies.
- Developing and monitoring implementation of resource mobilization strategies.
- Liaising with Government, the Development partners, external bodies and other key stakeholders on general policy direction in matters related to pesticides.
- Representing the Board and/ or Government at national and international technical and professional meetings and conferences related to pesticides.
- Responding to queries and enquiries related to pesticides matters.
- Championing corporate governance, risk management and internal control processes.
- Preparing and presenting appropriate reports to the Board, Government and other stakeholders as required from time to time and servicing the Board.
Minimum Education Qualification.
Master’s Degree in Agriculture or related Sciences; preferably those with a bias in either crop protection, ecosystem management or related fields plus Bachelor’s Degree in Agriculture obtained from a recognized university by the National Council for Higher Education.
Professional Experience
Ten (10) years’ experience at senior management position in an institution working / dealing with pesticides.
Requisite competencies and personal attributes
The ideal candidate must:
- Have good leadership and team building skills
- Be conversant with the Pesticides Act and other related Laws.
- Have demonstratable experience in heading a multi-disciplinary team with varied professional qualifications;
- Be able to interact with stakeholders, partners and collaborators at the highest level
- Be able to demonstrate wide knowledge of biological and ecosystem interactions
- Have knowledge and experience in result-based management
- Have demonstratable analytical and resourceful mind that would likely translate into growth and sustainability of the institution
- Be decisive, self-motivated, assertive and excellent communication and interpersonal skills; and
- Be of high integrity, discretion and excellent negotiation skills.
