The TIENI G2G Quality Improvement and Access Manager leads the implementation of the project in the assigned district, ensuring quality and progress towards the achievement of agreed upon results. S/he provides programmatic and managerial leadership to the TIENI project staff based in the designated district and is primarily responsible for the development, management and monitoring of implementation plans at the district level under the guidance and support from the District Health Planning and Strengthening Advisor. S/he leads efforts to work with DHSS and DHMT in identifying quality improvement performance gaps in MNCH, FP/RH, nutrition, malaria, Covid and developing work plan to resolve these gaps.

Technical and Leadership

:Serve as the TIENI project focal point person in the district and team leader for the district-based TIENI project staff and provides them supervision, coaching and mentoring support 

  •  Work in collaboration with DHSS and District QI focal person to identify quality improvement performance gaps in MNCH, FP/RH, nutrition and malaria
  • Work in collaboration with the District Health Planning and Strengthening Advisor and the extended DHMT to develop the district work plans aligned to the DIP, district specific identified quality improvement gaps, national priorities and USAID priorities on G2G support
  • Work with DHMT to identify and designate District Quality Improvement MoH TIENI focal person to facilitate close coordination and timely implementation
  • Work with DHMT to map public and private health service delivery points, conduct facility readiness assessment and develop plans to facilitate offering comprehensive and integrated services
  • Support the DHMT in integration of services at facility and community levels using variety of service delivery models including Integrated Family Health Outreach Clinics
  • Support the DHMT to institutionalize Quality of Care and capacity building approaches (e.g., performance improvement, utilization of national MNH standards, quality of care collaborative learning sessions, canters of excellence, integrated supportive supervision, coaching, mentoring) in the designated district
  • Participate in DHMT scheduled supportive supervision visits, quality of care assessments and collaborative learning sessions
  • Represent the project at the district level including regular interface with the District Health Management Team, district assembly and district executive committee to ensure close coordination with these entities.
  • Coordinate and facilitate M&E data flow from the district to the central level by collaborating closely with District MEL Manager
  • Work closely with the MEL central teams to ensure that relevant and accurate information is available to project stakeholders to support evidence based decision making in planning, implementation, monitoring and evaluation of all project interventions
  • Facilitate timely submission of all reports from the TIENI designated district to the central level TIENI teams (technical, finance, MEL)
  • Work with DHMTs and HMIS officers, TIENI MEL team as well as facility staff to identify TA needs to improve the quality of DHIS2 data
    Proactively build and maintain relationships and networks with local government, relevant ministries and district based stakeholders to facilitate smooth collaboration and avoid duplication/overlaps in implementation of interventions
  • Contribute towards district resource mobilization and strengthening linkages with other organizations in the district to leverage additional resources and enhance coordination
    Management
  • Contribute to the project annual work planning and project strategic progress review meetings
  • Compile monthly and quarterly district progress reports which will contribute to TIENI project quarterly and annual reports
  • Work in collaboration with MEL and Communication teams to document and share within the district achievements for the project including lessons learnt and best practices
  • Demonstrate the highest degree of integrity throughout all activities and raise any concerns with implementation quality immediately with the District Health Planning and Strengthening Advisor and Deputy Chief of Party
    Prepare and prudently manage the TIENI district level budget in liaison with the District Health Planning and
  • Strengthening Advisor and TIENI central finance team
    Manage HR at district level in liaison with the District Health Planning and Strengthening Advisor and HR Manager at the central office
  • General office management including processing systems such as procurement paper work (where needed) in liaison with district administration assistant and the central office
  • Provide support to consultants, consortium members from central office, HQ, USAID, Ministry Officials and all visitors to the district as and when required
  • Work in close collaboration and liaison with TIENI technical advisors and the other district managers
  • Perform other duties as assigned by the TIENI District Health Planning and Strengthening Advisor to advance efforts of the project


Method Of Application

Bachelors in Nursing, Medicine, Public Health, or a related field.

  • At least 5 years’ of experience working closely with the health sector at district level supporting government and non-governmental organizations deliver integrated essential health services, with 2 years management experience.
  • Experience working in maternal, neonatal, child health, and family planning strongly preferred.
  • Experience in quality improvement strongly preferred
  • Familiarity with Government of Malawi priorities and evidenced-based practices aimed at improving the quality of and access to health services.
  • Health systems oriented and strong understanding of government systems and procedures for planning and coordination at the district level
  • Demonstrated skills in managing teams and finances
  • Experience in interacting skillfully and diplomatically with host country agencies, including central and local government, development partners, civil society and community-based organizations.
  • Demonstrated oral and written communication skills, and the ability to develop and deliver technical presentations.
  • Demonstrated ability to interpret research findings and apply them to the Malawian context when required.
  • Knowledge of USG regulations that impact services delivery will be an added advantage.
