A. Background
As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objective in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years. Malawi is a priority for German international cooperation and currently focuses on three priority areas: education, health and private sector development in rural areas. In addition to our work on these areas, we also work on public financial and economic management and social protection.
The Food and Nutrition Security Programme (FNSP) in Malawi is implemented as part of the global programme ‘Food and Nutrition Security, Enhanced Resilience’ under the ONE WORLD – No Hunger initiative, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). Implementation started in 2015 and is expected to end in 2025. FNSP supports the national ‘Scaling up Nutrition (SUN)’ initiative – especially among pregnant and lactating women (PLW), infants and young children (0-23 months) with the Department for Nutrition, HIV and AIDS (DNHA) in the Ministry of Health as the lead political partner. The programme delivers results at household and community level, district level as well as national level. In addition to supporting an enabling environment for nutrition, the programme is implemented in two districts in Malawi, Dedza and Salima, with the objective of improving the nutrition situation and resilience to food crises of women in reproductive age (15 – 49 years) and children under two.
Responsibilities
The major role of the Quality Assurance Officer is to ensure quality implementation of the GIZ Food and Nutrition Security Program interventions being implemented in Dedza and Salima districts. Additionally, the officer will be a link between the technical team both at national and district level, M&E and the learning and communications.
Specifically, jointly with the project coordinator and Junior District Coordinators, the quality assurance officer will be responsible for the following
  • Facilitate the identification of support needs/undertake needs assessment in implementation of interventions and liaise with FNSP team on appropriate support required for partners.
  • Jointly with FNSP team and its IPs, lead the review, design, implementation and documentation of new innovations mainly on hand washing, back yard gardens, food preservation, cooking demonstrations.
  • In reference to the above, facilitate collection of data on effectiveness of the new innovations and liaise with FNSP team through the different sub-groups/follow throughs on appropriate action points.
  • Work in close collaboration with the pilots and upscaling sub-group on relevant pilot projects
  • Closely work with the Social Behaviour Change sub-group to ensure the translation of the SBC strategy by the IPs in the districts.
  • Provide technical support and mentoring as agreed to FNSP junior advisors and implementing partners.
  • Working with M&E specialist, develop a quality assessment methodology/review the current routine monitoring tools and support FNSP national and district team on its use.
  • Jointly with M&E specialist, facilitate the interpretation, sharing and use of data collected through several avenues including routine monitoring
  • Document and share learnings from FNSP implementation with the communications expert for further use in the program including provision of technical input into key documents
  • Represent FNSP in different Technical Working Groups both at anational and district level and share program learnings and learning from others
  • Support with the review of reports from FNSP Implementing partners and lead in singling out topics of interest for further discussion and follow up in the team as well as for documentation and learning.
  • Work closely with the co-team leader in ensuring that follow ups on different topics are being done strategically and systemically.
  • Organize field learning trips for FNSP staff
  • Plan for regular exchanges with the district teams on tech topics
Academic Background:
  • A master’s degree in nutrition/Public Health with 5 years of professional experience in implementing nutrition sensitive interventions or
  • A degree in nutrition/public health with 7 years of professional experience in implementing nutrition sensitive interventions
General Working Experience:
  • Knowledge on nutrition landscape in Malawi and familiarity with SUN initiative is an asset
  • Knowledge on the national nutrition strategic documents is an asset
  • Experience in coordinating the implementation of several nutrition interventions
  • Good planning and management skills
  • Structured and well-organized working style
  • Able to work in a team and independently with minimum of supervision is a must.
  • Ability to work in a multi-sectoral environment
  • Ability to work in a multi-cultural environment
Other Knowledge, Additional Competencies:
  • Excellent analytical skills
  • Excellent writing and reporting skills
  • Excellent presentation and communication skills
  • Sound knowledge of MS Office applications
  • Fluency in written and spoken English and Chichewa.

Other Duties/additional Tasks
  • Performs other duties and tasks at the request of management
  • Immediately reports all problems involving activities and regulations to his/he Superior
Duty Station
The position is tenable in Lilongwe with significant travel to Dedza and Salima.
Project Period
FNSP is running up to March 2025
