National Oil Company of Malawi

The National Oil Company of Malawi (NOCMA) whose main objective is to ensure security of fuel supply in Malawi is a wholly owned Malawi Government Company established under the Company’s Act of 1984 on the 10th of December 2010 and commenced its operations in 2012. NOCMA is responsible for managing the Country’s 60 million litres Strategic Fuel Reserves facilities situated in Blantyre, Lilongwe and Mzuzu, and smaller depots in Chilumba, Chipoka and Mchinji.

Over the past twelve (12) years, the Company has grown tremendously in its national strategic importance with its fuel importation market share growing from ten percent (10%) in 2015 to an average of sixty-five percent (65%) in 2022/2023 and this has been matched with growth in Institutional capacity and investments to enable efficiency and effectiveness in executing its mandate.

In its drive to ensure improved and sustained efficiency and effectiveness in delivery of its mandate, NOCMA is seeking to recruit qualified and experienced candidates to fill the following highly rewarding positions that have arisen within the Company at executive and managerial level.

Job Title: Public Relations and Communications Manager

Department: Office of the Deputy Chief Executive Officer

Grade: NOC4

Reporting to: Deputy Chief Executive Officer

CORE FUNCTIONS

Purpose of the Job

To nurture a strong industry network, increase awareness and develop a robust corporate image by developing and executing effective public relations and customer experience activities, policies, programs, and plans.

Key Roles and Responsibilities

a. Create and maintain a positive corporate image of the Company and promote the interest of stakeholders

b. Facilitate a positive stakeholder feedback process and ensure that all complaints are resolved within the minimum time

c. Organize and coordinate corporate events such as road shows, civic education campaigns, donations etc

d. Develop and maintain a good rapport with the media by answering their queries, giving media updates and press releases.

e. Participate in the development and production of corporate publications including Annual Report.

f. Participate in serving as a mouthpiece of the Company.

g. Carry out staff sensitization using internal communication channels such as newsletters

h. Provide accurate and up to date information to stakeholders and members of the public.

i. Conduct corporate image audits and customer surveys.

j. Develop a marketing communications plan including strategy, goals, budget, and tactics

k. Develop media relations strategy, seeking high-level placements in print, broadcast, and online media channels

l. Coordinate all public relations activities

m. Analyse and leverage media issues and advising management accordingly.

n. Manage media inquiries and interview requests

o. Create content for press releases, byline articles and keynote presentations

p. Monitor, analyze and communicate PR results on a quarterly basis

q. Evaluate opportunities for partnerships, sponsorships, and advertising on an on-going basis.

r. Build relationships with thought leaders to grow industry awareness

s. Maintain a keen understanding of industry trends affecting clients and make appropriate recommendations regarding communication strategy surrounding them

t. Manage the Company’s public relations (PR) team and oversee all their activities

Responsibility

Reporting to the Deputy Chief Executive Officer, the incumbent will directly be responsible for the following officers within NOCMA:

a) Public Relations Officer

b) Assistant Public Relations Officer

 

 

The Person

Required Competences, Attributes and Skills

The required candidate should have the following competences, skills, and attributes

  • Proven track record designing and executing successful public relations campaigns at both a local and national level
  • Strong relationships with both local and national business and industry media outlets
  • Exceptional writing and editing skills
  • Excellent oral and written communications skills
  • Proficiency in the use of software tools and applications
  • In-depth knowledge of oil and gas industry dynamics and operations

Qualifications And Experience

  • Minimum of Bachelor’s Degree in Journalism, Public Relations, or Mass Communication, or a related discipline. Masters’ Degree will be an added advantage
  • Minimum of four (4) years’ practical experience in busy organization including experience as a company spokesperson; comfortable and skilled in both broadcast and print media interviews; solid experience in public relations management, social media including blogs, Facebook, Twitter, etc. and event planning
