Scope Of Work:
The Technical Advisor, WASH contributes to the PROPEL Health project by providing technical assistance, and support to both the Government of Malawi and non-government stakeholders on the development, revision, and implementation national policies and strategies related to PROPEL Health Malawi’s areas of work in population and reproductive health/family planning. The Advisor will provide technical assistance to the Ministry of Health, project partners, and other key stakeholders in promoting data-driven and evidence-based policy and program design and changing social norms on WASH through faith leaders, champions, and the norms
The Technical Advisor reports to the PROPEL Health Malawi Deputy Country Director and works closely with government counterparts and PROPEL Health headquarters-based staff.  The Technical Advisor may supervise program associate(s) and/or interns.

 

 

Key Responsibilities:

  •  Lead PROPEL Health Malawi’s work on WASH programs, in liaison with the Country Director, Deputy Country Director, and PROPEL Health technical advisors from the project’s headquarters. This will include:
  • Leading work on the District Costed Implementation Plan with four districts
  • Overseeing grants to religious leaders implementing WASH activities
  • Providing technical assistance to GOM on WASH activities, including budget advocacy for WASH
  • Working with PROPEL Health Technical Advisors to advance advocacy for the Demographic Dividend
    supporting and coordinating core or partner-led WASH-related activities
  • Contributing to the Global Financing Facility RMNCAH Investment Case as a member of the task force representing PROPEL Health
  • Provide health policy and program-specific expertise/technical assistance to the program
  • Guide and support policy formulation, strategy development, execution, monitoring, training, technical working groups and capacity building efforts in support of project activities.
  • Use evidence and data for policy and programmatic decision making.
  • Use various quantitative and qualitative techniques to perform policy analyses.
  • Contribute to activity planning (e.g., determining timelines, identifying tasks) and the development and monitoring of budgets for programmatic activities.
  • Plan and facilitate meetings, workshops, and trainings related to PROPEL Health activities including overseeing logistics, drafting invitation lists and letters, facilitating sessions, writing reports, and coordinating follow-up. This will be done in collaboration with administrative staff who have related responsibilities.
  • Develop, review, and/or prepare necessary technical and program-related reports, including presentations, briefs and posters, and work with writers, editors, graphic designers, and printers to ensure accurate and high-quality products.
  • Represent PROPEL Health in national and district-level meetings with partners and stakeholders, and externally at professional meetings and conferences, as required.
  • Contribute to PROPEL Health results documentation, including drafting quarterly, semi-annual, and annual activity reports and documenting success stories to showcase PROPEL Health Malawi work.
  • Contribute to proposal writing and identification of new program opportunities in Malawi.

Required Qualifications:

Education: Master’s degree in Public Health, Health-related disciplines, or equivalent post-graduate qualification, or equivalent experience.

Knowledge and Experience:

  • At least 10 years of increasingly responsible professional experience in Water, Sanitation and Hygiene sector, previous experience in similar position or managerial level position is an asset.
  • Knowledge of technical principles and concepts in WASH. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in project design and policy development.
  • Knowledge of capacity strengthening best practices.
  • Experience with program monitoring and evaluation and analysis.
  • Experience and skills in networking and relations with government, peer organizations, and civil society partners.
  • Understanding of partnership principles.
  • Demonstrated expertise in the substantive area of work, and programme experience
  • Strong verbal and written communications skills in English.
  • Experience in the development of quality technical documents in his/her are of competence
  • Demonstrated expertise in policy dialogue is desirable
  • Familiarity with management and monitoring tools is desirable
  • Field experience is strongly desirable.

Languages: Fluency in English is required.
