Request For Expression Of Interest (Individual Consultants Selection)

1. Background

The Government of Malawi (GoM) through the National Local Government Finance Committee (NLGFC) has received financing towards the cost of Malawi Social Support for Resilient Livelihood Project. The NLGFC intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a Project Monitoring and Evaluation Officer.

The NLGFC invites applications from suitably qualified and interested candidates to fill the position of Project M&E Officer, recruited as individual consultant.

Job Title: Project Monitoring and Evaluation Officer

Responsible to: Senior Planning Officer

Purpose: The Monitoring and Evaluation Officer will support the NLGFC in the designing and implementation of the M&E Systems for the Climate Smart Public Works Programme (CSPWP).

2. Duties and Responsibilities

The Monitoring and Evaluation Officer will work closely with the Planning Unit and will perform the following main functions:

i. Support the development and roll out of Monitoring and Evaluation Frameworks, guidelines, plans or tools to guide quality Monitoring and Evaluation in the programmes.

ii. Regularly review Monitoring and Evaluation plans, tools and other documents such as results matrices, reporting templates etc. as may be necessary in coordination with relevant programme staff or partners.

iii. Conduct periodicvisits to programme sites, to ascertain and promote adherence to agreed standards and timelines of implementation, create greater awareness of reporting requirements and ascertain use of appropriate Monitoring and Evaluation data collection methods.

iv. Prepare periodic internal and/or donor reports by providing Monitoring and Evaluation data and content, ensuring that results are aligned to indicators outlined in results matrices and that reports are results based to improve quality of reporting.

v. Provide feedback to project managers for programme revisions and amendments based on monitoring or evaluation findings.

vi. Provide capacity building on Monitoring and Evaluation to programme staff including through training, mentorship, coaching and sharing of information.

vii. Facilitate preparation of the programmes’ work plans and budgets and monitor their implementation.

viii. Managing primary data collection for the programmes.

ix. Support the development and management of the programmes database.

3. Education Qualifications

Masters’s Degree in Economics, Statistics or Demography.Those with advanced training in Monitoring and Evaluation will have an added advantage.

4. Experience and Skills

The following experience and skillsare required:

i. Minimum of five (5) years of professional experience in an M&E position responsible for implementing M&E activities of donor funded projects. Those with experience in social protection programmes will have an added advantage.

ii. Experience in designing, implementingand operating project M&E systems from project initiation to closeout stages.

iii. Experience in designing and managing beneficiary monitoring and database systems.

iv. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database managementand developing M&E and performance monitoring plans.

v. Knowledge of the major evaluation methodologies (such as qualitative, quantitative, mixed-methodand impact evaluation methods) and data collection and analysis methodologies.

vi. Experience in planning and managing surveys.

vii. Experience in developing and refining data collection tools.

viii. Experience in managing mobile data collection applications

ix. Experience with data quality assessments and oversight.

x. Experience in managing and providing training to partners and target beneficiaries.

xi. Ability to mainstream gender in monitoring and evaluation of projects or programmes.

xii. Demonstrated proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, Publisher and knowledge of at least one data analysis software such as SPSS and STATA.

xiii. Ability to work in a team and good interpersonal skills.

xiv. Result oriented and attention to detail.

xv. Good organizational, communication and reporting writing skills.

xvi. Self-starter and ability to work under minimal supervision.

5. Duration of the assignment

The Project M&E Officer will be recruited for 3 years up to 31st December 2025, but the contract shall be renewable annually based on satisfactory performance.

6. Location of Employment

The Project M&E Officer will be based at the NLGFC Office in Lilongwe but would be required to travel regularly to Councils where the NLGFC is implementing its project activities.
