Position: Project Monitoring and Evaluation (M&E) Manager

DAPP Malawi is inviting suitably qualified and experienced persons to fill a vacancy for the position as Project Monitoring & Evaluation Manager for the TB LON 2 Project which is being funded by USAID and implemented in Mulanje, Machinga and Mangochi Districts which aims at improving access to high-quality, person-centred TB, DR-TB, and TB/HIV services. The project started on June 25, 2021 and is estimated to be completed by June 24, 2024. The position is based in Machinga district, at the TB LON 2 project office, but with frequent field visits within all 3 targeted districts.
Job summary/ responsibilities:
This position will provide leadership and guidance for all M&E activities for the project and implement the M&E framework. The M&E Manager will provide inputs to the technical team to assist in developing and reaching program goals and objectives as well as developing M&E tools and strategies and provide monitoring data to strategically inform the decision on project performance and future direction of its activities. Among others the main roles of the M & E Manager include;
  • Develop M&E Framework and systems: M&E work plans, manuals, performance monitoring plans as well as data management policies and procedures.
  • Lead Project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making.
  • Support data analysis and generation of data reports which meet the reporting requirements of DAPP Malawi and USAID (including monthly, quarterly, semi-annual and annual reports).
  • Work closely with all the project implementing partners on all the aspects of monitoring and evaluation.
  • Develop tools to facilitate data collection by project implementing partners.
  • Support the project coordinator in the review of periodic progress reports received from partners and compilation of overall progress reports for the project.
  • Conduct training and build capacity in M & E for all staff involved in data collection and data use.
  • Supervise the implementation of quality assurance and control measures for data collection at all levels of the project. Conduct data audits to ensure true reports, track performance and improve documentation.
  • Provide quality and timely submission of all required project reports.
  • Develop and lead baseline assessments, evaluations and research including conclusion and report.
Qualifications:
  • Degree in social sciences, demography and statistics, evaluation, development studies or related field.
  • At least 5 years’ relevant work experience in Monitoring and Evaluation of health including TB and HIV activities in complex, multi-year health sector development projects.
  • Experience with development of M&E framework and direct supervision of staff in implementation of monitoring and evaluation.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding TB and HIV prevention, care, and treatment also of key populations.
  • Competence in the use of essential IT data and analysis packages such as DHIS 2, Ms Excel and SPSS.
  • Experience with USAID funded activities, with PEPFAR monitoring, evaluation and reporting experience preferred.
  • Strong diagnostic, analytical and problem-solving skills.
  • Excellent written and oral communication skills to all levels of staff.
  • Ready to revise M&E protocols and systems in order to adopt changed funding agency demands
