Total LandCare (TLC) is a registered non-governmental organization founded in 1999. With its headquarters in Malawi, TLC is also registered and operating in Mozambique, Tanzania and Zambia. TLC’s mission is to transform the livelihoods of rural households from subsistence to prosperity and self-reliance.

Achieving this goal involves building the capacity of organized groups of farmers and cooperatives to integrate sustainable agricultural and natural resource practices with initiatives to strengthen livelihoods and value chains linked to micro-finance and markets. The ultimate aim is to increase farm productivity, diversification, profitability and resilience with lower input costs and sound management of the landscapes for current and future generations.

Total Land Care in partnership with Catholic Relief Services (CRS) has, through The Global EverGreening Alliance, received funding from the Climate Asset Management (CAM) towards the implementation of the Restoring Landscapes and Livelihoods in Malawi programme in Mzimba district, Chitipa, Ntchisi, Zomba and Neno. TLC will be implementing the program in Mzimba district. The goal of the programme is to improve livelihoods, food security and resilience to climate change in Malawi through restoring ecosystem services and improved management of agricultural, pastoral and forest areas contributing to emissions reductions. This programme will enable and build substantial carbon sinks and sequestration opportunities, allowing viable returns to both farmers and investors.

The proposed programme aims to restore the land and livelihoods of 305,000 small-scale farming households, covering an area of approximately 275,000 hectares. It will enhance ecosystem services and carbon sinks, using locally appropriate EverGreening practices, in order to sequester 11,350,543tCO2e
and generate 8,512,907certified carbon credits for the benefit of local communities and the investor.To improve the landscapes and livelihoods across Malawi, the programme will take a multi-faceted, evidence-based approach to strengthen social, institutional and economic infrastructure, and will develop equitable agroforestry value chains and ecosystem-based businesses (include the engagement with carbon markets) that underpin the sustainability of scaling-up positive impacts being
realised through EverGreening practices.

Applications are therefore invited from suitably qualified Malawians to fill the posts of Project Manager (X1), Monitoring and Evaluation Officer (X1), and Field Coordinator (X10), under the programme. Those interested and qualified, both male and female, are encouraged to apply. The responsibilities and
requirements for each position are described below:

PROJECT MANAGER

The Project Manager will be responsible for planning, directing and overseeing the project, and ensuring that deliverables and functionality are achieved as defined in the Project Proposal, Detailed Implementation Plan, and Budget. The Project Manager will also be responsible for the management ofproject personnel, finances, equipment and all other resources assigned to the project. He/She will be responsible for all Project communication and serves as the primary liaison between the project and the
District Council, and other relevant stakeholders. The Project Manager will report directly to the Managing Director for TLC.

Main Post Responsibilities

  • Provide technical oversight in the implementation of Evergreening practices (tree planting, agro-forestry, assisted natural regeneration, farmer managed natural regeneration).
  • Lead training of Field Officers in the promoted Evergreening practices.
  • Coordinate formation of governance structures for community carbon benefits sharing.
  • Lead in community and stakeholder engagement on land tenure and user rights as well as carbon benefit sharing.
  • Produce and submit project annual work plans and budgets relating to agreed deliverables as stipulated in project documents.
  • Collaborate with the District Council and relevant stakeholders in the implementation of the project, and present project implementation progress reports at DEC meetings.
  • Ensure compliance with regulations and policies of the Donor, Malawi Government and TLC in the implementation of project.
  • Lead quarterly project reporting process and submit quality project reports, and any project updates as required to the Managing Director.
  • Consolidate and facilitate learning by drawing on best practices from the project implementation and networking with partners.
  • In line with the agreed work plans and budget, manage the field implementation of project activities and provide eadership for the entire project team.
  • Following the projects’ site selection criteria, and in consultation with the district council, evaluate and select sites for the project.
  • Oversee that bottlenecks and challenges to program impact are timely addressed.
  • Review and assist in the development of IEC materials on the project’s interventions for use by field coordinators and the target beneficiaries.
  • Present financial expenditure analysis and performance report to the Head of Finance and Administration.
  • Manage all project resources including finance and ensure timely liquidation of all project expenditures.
  • Submit monthly staff and vehicle/equipment returns to the Head of Finance and Administration.

Qualifications And Desired Attributes

  • Minimum of University Degree in Forestry, Agriculture, or related field.
  • Minimum of 5 years practical experience in managing multi-sectorial donor funded projects.
  • Familiar with decentralized extension system.
  • Ability to develop proposal and concept note documents.
  • Ability to meet strict deadlines under pressure.
  • Ability to analyse situations and take corrective actions.
  • Excellent interpersonal, communication and leadership skills.
  • High level of professionalism, trustworthiness, confidentiality, and integrity.
  • Computer literate in MS Word and Excel, as well as email correspondence.
