Project Coordinator – Moments That Matter Early
Childhood Development Project
The Anglican Council in Malawi (ACM) invites application from suitable qualified candidates for the position of Program Coordinator for Moments That Matter (MTM) Early Childhood Development (ECD) project which is being implemented in the four Dioceses of the Anglican Church with funding from the Episcopal Relief and Development (ERD). The Program Coordinator will also assume the role of Health Desk Officer at ACM Secretariat which will involve ensuring the development of the health portfolio of the Anglican Council in Malawi including mobilizing and diversifying resource base through grant applications and other funding avenues. The Program Coordinator will work with other Program Coordinators at ACM Secretariat to ensure that all programs are internally coherent. The role will also involve visits to the field for supportive supervision to Field Officers in the Dioceses of the Anglican Church in Malawi.
Principal Responsibilities
Project Management
1. Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project’s stated goals and objectives, within the available staffing and budget.
2. Responsible for ensuring that strong data collection and information management systems are in place for ongoing performance analysis and programmatic action, and that all members of the team know their roles and responsibilities for monitoring and evaluation.
3. Conduct project performance reviews for the MTM/ECD and health programs on a quarterly basis and ensure feedback sessions happen with project field staff to discuss corrective action.
4. Responsible for the management of project budgets including development of procurement and spending plans.
5. Monitor evolving needs of the target communities, conduct assessments on health needs in new project areas and adjust the programmatic priorities as necessary in collaboration with Health Managers in the target districts.
6. Assist in identifying unmet needs in the health sector and health facilities of the ACM and explore the potential of ACM in addressing those needs.
7. Participate in the development of new project proposals and initiatives for the MTM/ECD and health
programs in line with ACM’s Strategic Plan and the outcomes and evidence framework.
8. Lead the implementation of needs assessments, and support the technical design of such assessments including promoting the quality of MTM/ECD and health programs by setting up quality assurance mechanisms and checks in collaboration with other staff.
Representation and Coordination
1. In coordination with Diocesan Program Coordinators, actively develop and maintain effective working relationships with key stakeholders, including government actors, local NGOs, and other relevant actors in the implementation of MTM/ECD and health projects.
2. In coordination with Diocesan Program Coordinators, participate in coordination meetings, and actively try to initiate more coordination among NGOs and other civil society partners.
3. Strengthen partnerships with other organizations by participating in networking and synergy meetings at district and community levels.
4. Represent the Head of Programmes as needed.
Project Reporting
1. Ensure timely submission of information for donor reports for MTM/ECD and health programs including reporting against the logical framework.
2. Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.
3. Review Budget vs. Actual expenditure for MTC/ECD and health programs on a monthly basis in collaboration with Head of Programmes, Finance and Administration Manager, Project Accountant and other staff.
4. Prepare information about ACM program activities as needed.
Monitoring and Evaluation
1. Select and implement appropriate monitoring and evaluations systems, analysing results to ensure and enhance program effectiveness and quality.
2. Evaluate field needs for technical interventions and make recommendations as needed.
3. Monitor and evaluate appropriate implementation of technical projects against program objectives and ACM’s Program Framework during field monitoring visits.
4. Participate in training and mentoring of health and other staff members in response to capacity building needs.
Qualifications
1. Bachelor of Science in Public Health, Social Work, or related fields. Those with post-graduate qualifications in Public Health or Health Systems will have an added advantage.
2. At least 5years’ experience with direct management of the implementation of health and early childhood development programs preferably in Malawi or Southern Africa region.
3. Excellent organizational and program management experience including development of work plans, budget management and monitoring and evaluation.
4. Excellent leadership, communication, facilitation, interpersonal, coordination and networking skills.
5. Experience with situation analysis and health assessments; capacity building and mentoring of staff.
6. Excellent computer skills in programs such as: MS Word, Excel, PowerPoint.
7. Proactive, team worker and a good listener with willingness and readiness to learn.
8. A strong Christian with commitment to serving Lord Jesus Christ and building relationships with partners, communities and fellow members of staff.
