Programme Officer (Water Ecosystem and WASH)

Footsteps Africa is currently seeking to recruit for the position of Programme Officer (PO). The PO will be responsible for facilitating an efficient & effective planning, implementation, monitoring & evaluation of Footsteps Africa’s Water Ecosystem & WASHprogramme including stakeholders’ representation.

Job Purpose;

Under the overall guidance of the Programme Lead, The PO will be responsible for ensuring that all programme activities are properly & timely planned, implemented & reported. And that proper support is consistently delivered to Field Officers & Water Users Groups (WUGs). And that the organization is implementing an effective Monitoring & Evaluation system for measuring its overall programme performance and sustainability.

Key Roles and Responsibilities;

·Facilitate the translation of the mission, values, strategies & priorities of Footsteps Africa into multi-year Action Plans (APs) & lead staff on delivering the same on annual, quarterly & monthly basis.

·Ensure effective coordination of the planning, delivery & reporting of annual APs and budgets

·Facilitate practical capacity building of WUGs governing & managing water distribution points, hygiene and sanitation facilities & natural water ecosystems i.e. wetlands, irrigation sources, and among others

· Mobilize, liaise and engage with relevant stakeholders at local, district, national & international level

·Report to the Programme Lead & liaise with Data Scientist on M&E matters

·Support the programme to work with & structure its activities within the local government decentralized WASH

structures

·Supervise the sub-surface abstraction of water activities & water use quality monitoring

·Promote our 3-face development model; ‘The Village Water Bank’, ‘Clean Water for the Last-Mile Village’ & ‘The

Water Ecosystem Approach’ that support health and productive marginal families

·Manage & report the job performances of Field Officers

·Support the growth & operations activities of associated social-enterprises of Footsteps Africa

Skills;

· Excellent communication with solid representation, public speaking & stakeholders’ engagement

· You are a highly competent technology person (Tech savvy)

· Use of data-visualization tools such as mWater, GIS, and etc. etc.

· Excellent in monitoring and evaluation including designing & implementing survey studies in WASH

· Stamina to extensively travel/work in tough remote spaces & yet deliver effectively and timely

· Flexible & ability to work in tight deadlines & with limited budget & yet deliver effectively & timely

· Self-starter and work with limited supervision including working online

· Knowledge and experience in programming and evaluation of WASH/CLTS/Water Use projects

· Knowledge of Ecosystem approach to water programming for health & productivity of marginal families

Values;

· You are not an allowance minded person, & you are optimistic (always seeing the good in things)

Qualification;

·BSc. in Water Resources Management, Hydrogeology, Natural Resources, Water Engineering or any other related field of study, with Over 3 years of experience in WASH, & working in the NGO space.

Job Location;

Lilongwe but with frequent travel across the country
