Christian Blind Mission (CBM)

Christian Blind Mission (CBM) is an International Christian Non-Governmental Organisation committed to improving the lives of persons with disabilities. CBM envisages an inclusive world in which all persons enjoy their human rights and achieve their full potential. Currently, the organisation works through its partners and different stakeholders to implement Inclusive Eye Health (IEH) and Community Based Inclusive Development (CBID) in different parts of Malawi. CBM endeavours both within the organisation and externally to identify barriers, and implement solutions which lead to a more inclusive society. In order to efficiently and effectively execute its mandate, CBM is inviting applications from suitably qualified individuals to fill the position of Programme Officer. The position is tenable in Lilongwe.

THE POSITION

The Programme Officer, reporting to the Programme Manager, will be responsible for providing support in implementing programme components of CBM’s Country Plan in line with the strategy of CBM International. The Programme Officer will work in the Country Office with linkages with the Regional Hub, local partners and stakeholders to ensure all CBM programming, reporting requirements and partnership commitments are met.

KEY RESPONSIBILITIES OF THE ROLE

The Programme Officer will provide support in the management of the design and delivery of quality programmes for CBM.

1. Project Management

Support implementing partners to develop and report on monitoring, evaluation and financial frameworks. Ensure high quality and timely narrative and financial reports are submitted to CBM. Cultivate excellent working relations between CBM and implementing partners.

Carry out country and project planning and monitoring visits when required, usually accompanied by other staff.

2. Programme Development and Funding

Provide support to develop high quality funding applications to donors.
Support CBM in resource mobilisation.

Act as focal person for due diligence and contracting processes with partners and stakeholders. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

3. Strategic support

Support the implementation of CBM’s strategic plan.
Contribute to the design and execution of the work plan, which includes country work, capacity building and other learning activities.

Carry out other duties as required by the Programme Manager and the Country Director.

4. Partnerships and collaboration

Support partnerships for collaborative implementation of disaster risk management interventions, including with Government and partners.

Ensure gender, disability and accountability to affected populations are considered throughout all areas of work.

Liaising with partners and other institutions in inclusive education, livelihoods and community based development programmes.

REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

Degree in Social Sciences, International Development, Development Studies, Disaster Management, Gender or related field.

Professional experience of five years in an NGO/INGO with a track record in successfully designing and managing large inclusive development and/or humanitarian programmes in collaboration with partners. Experience in disaster management programming

Experience in results-based management and project cycle management including assessment, monitoring and evaluation with a sound understanding of budgeting and programme finance management.

Experience in developing livelihoods, education, rights-based programmes and working with marginalized and excluded groups.

Good communication skills with ability to communicate effectively both oral and in writing. Computer literate especially Microsoft Office packages.

Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal backgrounds.
