Position Programme Manager – USAID Wildlife Law Enforcement Project 
Location Lilongwe (but with a nationwide remit)
Division Programmes

Fixed Term 2 years (with option for extensions)


The US Agency for International Development (USAID) in Malawi has awarded Lilongwe Wildlife Trust (LWT) a five year grant for the activity entitled ‘Wildlife Law Enforcement Project’. LWT therefore seeks to recruit a qualified Programme Manager (PM) to co-ordinate the Project. The PM will report to the Programmes Director and work closely with the Technical Director, Head of Finance and all key personnel on the project.



The PM will coordinate implementation of the USAID Wildlife Law Enforcement Project and be the main contact point for the Project with USAID and partners.


Duties and Responsibilities:

  • Develop annual and quarterly work plans, and co-ordinate overall management of the Project in line with USAID guidelines and within set timelines to achieve objectives;
  • Oversee administration, implementation, and fiscal management to ensure technical and financial activities align with scope and budget allocations and LWT and USAID policies;
  • Co-ordinate LWT grant managers supporting the project to provide effective coordination and guidance among LWT teams, sub-awardees and other key stakeholders;
  • Work with the LWT M&E team to support the development of strong M&E mechanisms, project monitoring tools and efficient systems to ensure high quality implementation;
  • Ensure quality control and support technical and management leadership under the award; adjust activities and reporting in response to USAID Malawi technical direction;
  • Where appropriate and together with the key personnel on this project, represent LWT with USAID and key stakeholders, at workshops and meetings, maintain positive relationships with USAID and stakeholders;
  • Support the Programmes Director to manage and oversee all contract administration, implementation and reporting requirements based on established USG regulations, procedures and LWT guidelines; and
  • Identify issues and risks related to activity implementation in a timely manner; and other duties as assigned.

Skills and Qualifications

  • Master’s degree or higher, or equivalent experience in a field related to natural resource management, economics, or business administration from an accredited college or university;
  • Minimum of five (5) years’ experience of implementing/managing projects of over $500k;
  • At least five (5) years’ experience in working with counterparts at various levels of government/international donors/non-government organizations in managing development assistance activities (experience in implementing/managing USAID grants is desirable);
  • Excellent interpersonal skills and demonstrated ability to lead teams and work effectively and collaboratively in team environments;
  • Strong technical expertise, management skills;
  • Excellent English technical writing and communication skills; and
  • Driving licence and willingness to self-drive.


Working Conditions

The Programme Manager USAID Wildlife Law Enforcement Project will usually work in an office environment, with regular support to Project key personnel, which may require travelling to field sites, meetings and workshops.
