Help A Child

Main features:

The Program Manager (PM) is responsible for quality and timely program management, program planning, monitoring, evaluaition and learning, resource mobilization, partnership & networking, ensuring prudent and accountable use of financial resources at both Help a Child Malawi and partners level, preparation of donor reports, evaluation reports and other reports while ensuring timeliness and quality standards are adhered to and capacity building of staff and local partners.

Objective of the function:

The PM has the objective to provide management oversight of Help a Child and partners projects in Malawi within the Help a Child policy frameworks, develop strategy and plans for the country programs, to execute program plans, to monitor progress and to evaluate results.

Place in the organization:

The PM reports to the Country Director.

Result areas:

Program Management

  • Develop program (annual) plans and implement the plans in close cooperation with local partners
  • Monitors and evaluate implementation of Partners/field activities to ensure that interventions are compliant with the standards and principles of not only the organization, but also of the government and (back)donors
  • Contribute to developing and reviewing of program Planning, Monitoring, Evaluation and Learning (PMEL) Systems
  • Ensure prudent and accountable use of financial resources at both HaC Malawi and partners level
  • Prepare donor reports, review evaluation reports and other reports while ensuring timeliness and quality standards are adhered to
  • Ensure management and effective performance of field staff

Result: (Annual)Program plans are developped and implemented according to plan and budget and reports prepared meeting the requirements of HaC Malawi and (back-)donors.

 Networking and Partnership Management

  • Develop and maintain good relations with the government at national and district level
  • Determine and assess the need to join appropriate networks of project-related experts and influential groups
  • Identify, develop and recommend programs for potential partnerships. This includes attending learning workshops, organizing joint field visits with other parties and participating in professional events

Result: The country organisation is well represented towards government, donors and cooperating partners so that 1)the country office has established visibility and good reputation and  2) opportunities for strategic coopertion and growth have been created.

Resource Mobilization

  • Identifies, creates and capitalizes on funding opportunities for further growth of HaC Malawi programs.
  • Develops strong relationships with existing and potential donors in the priority thematic sectors to promote HaC Malawi approaches and results and to pursue funding opportunities so as to attract adequate funding for the programs;
  • Take lead in project design and proposal development

Result: Resources are mobilized to grow country programs

  Capacity Building and Organizational Learning

  • Build knowledge and technical capacity of staff and implementing partners to deliver and monitor quality interventions.
  • Support in developing knowledge and training modules, including incorporating research design and methodologies in project design and management.
  • Conducting capacity assessments, providing trainings and coaching to partners
  • Planning for organizational reflection and learning opportunities, such as special impact studies, after action reviews, and partners’ meetings, organizational learning surveys etc.

Result: The Program of HaC in the country is in line with good practices and quality standards in the sector. HaC Malawi is able to provide expertise and share evidence based results from programs as well as good practises or innovative models to fellow professionals in the sector.

 

 Knowledge and skills:

  • Master’s Degree in (Community) Development Studies, Social Science, Agriculture/Agribusiness, Development Economics or any related field
  • At least 3 years’ experience in Youth Economic Empowerment programming including management responsibility in implementing or coordinating the work at national level
  • Program Management experience in (child focused) community development
  • Expertise in sustainable development and group empowerment with experience in the self-help-group approach and working with Cluster Level Associations
  • Demonstrated experience in building personal and professional networks
  • Proven track record in identifying, creating and capitalizing on funding opportunities
  • Experience in developing and implementing project phase out, exit and sustainability strategies
  • Good understanding of program, financial and operational management processes
  • Experience in working with a Theory of Change as frame work
  • Strong communication skills in English, both verbally and written
  • Personal qualities of integrity, credibility, interpersonal and cross cultural sensitivity
