CARE International in Malawi was awarded a cooperative agreement from the U.S Agency for International Development’s Bureau of Humanitarian Affairs (USAID/BHA), to implement a five-year (FY20-FY24) Resilience Food Security Activity (RFSA) to improve and sustain the food and nutrition security of vulnerable populations in Zomba and Mangochi Districts. CARE is working in a consortium with Save the Children, Emmanuel International, WaterAid, NASFAM, and IFPRI, as well as other associated organizations and partners.
Consequently, CARE is looking for suitably qualified persons to fill vacant positions of Program Accountability Officers which are available in the TITUKULANE Project based in Zomba and Mangochi.
Position description
The Program Accountability Officer (PAO) will be responsible for facilitating improvement of Titukulane and local government systems’ performance & transparency and to increase engagement and oversight between service providers and service users for accountable service provision. The PAO will support the position of the Capacity Building Coordinator (CBC) in Titukulane in facilitating operationalization of Titukulane’s feedback and accountability mechanisms (FAM), to ensure that complaints, suggestions and any experiences from program participants are solicited, analyzed and addressed for responsive and effective program delivery. The position works closely with local government, civil society partners and Titukulane communities to improve participation of communities in decision making, management and monitoring of service delivery.
Specific Roles and Responsibilities
The successful candidate will be expected to perform the following specific duties:
  • Establish and maintain working relationships with all stakeholders, including district council sector heads, leadership of local governance structures and Councillors for effective implementation of the Community Score Card (CSC) approach.
  • Support the CSC volunteer committees to solicit and analyse service access and provision issues across all Titukulane intervention areas.
  • Monitor and support CSC volunteer committees and other identified local development structures in the community in effectively implementing the CSC.
  • Facilitate CSC sessions as a tool for joint service evaluation and improvement.
  • Promote awareness of Titukalane’s feedback and accountability mechanisms to communities and stakeholders, using multiple and all possible communication channels and platforms.
  • Ensure that all feedback and accountability mechanisms are available and fully functional in all communities.
  • Coordinate, investigate and escalate complaints and feedback received relating to any undertaking under the Titukulane project
  • Ensure proper collection, documentation and management of all CSC and FAM data for effective analysis and prepare, submit and present monthly FAM reports for continued self-reflection and improvement within Titukulane.
Minimum Required Qualifications, skills and relevant work experience
  • Bachelor’s degree in Social Work, Development Studies, Public Administration, Education or Agriculture extension from a recognised University in Malawi with 3 years’ experience of field implementation of the CSC and other social accountability approaches with a NGO.
  • Must have at least 3 years’ experience of handling or managing a project’s complaints and feedback mechanisms.
  • Experience in implementation of a USAID-funded resilience food security activity will be an added advantage.
  • Must have solid understanding of the local government system in Malawi, including good knowledge of functionality of the GoM decentralized structure and have good understanding of application of PRA tools.
  • Must have good knowledge of digitized data collection and management systems.
  • Must be able to demonstrate knowledge of the National Resilience Strategy (NRS) and its linkage to district development planning system.
  • The incumbent should be ready to spend 70% of their time in the field, and possession of a valid motorcycle license is an added advantage.
