Malawi Universities Development Programme

The Malawi Universities Development Programme (MUDEP) Secretariat is supporting the establishment of new public universities and higher education institutions in an effort to increase access for higher education and ensure that the education offered is of quality and relevance to the needs of the country. Currently, the Secretariat is facilitating the establishment of Inkosi Ya Makhosi M’mbelwa University.

Applications are hereby invited from suitably qualified and experienced persons to join MUDEP Secretariat to fill the following position:

 

 

PROCUREMENT SPECIALIST (M3)

Purpose

To provide professional and quality procurement & supplies services

Duties and Responsibilities

Reporting to the Programme Manager, the Procurement Specialist will be responsible for the following duties:

  • Preparing Annual Procurement Plan;
  • Procuring goods, works, and services in line with PPDA procurement procedures
  • Guiding the preparation of Specifications and Terms of Reference (TOR) and the tender evaluation process;
  • Preparing evaluation and selection reports and contracts for approval by MUDEP Internal Procurement Committee (IPC);
  • Assisting in negotiations concerning service contracts and reporting therein
  • Managing and monitoring supply and service contracts and logistics related to procurement activities;
  • Providing professional guidance in local Shopping

Qualifications and Experience

Applicants should at least have the following:

  • Bachelor’s Degree in Procurement, Supply Chain Management;
  • Practical experience of public sector procurement at a managerial level for at least 3 years in procurement under Malawi Government procurement regime;
  • A professional qualification in procurement from recognized institutions (such as the Chartered Institute of Purchasing and Supply (CIPS);
  • Working knowledge of the Government of Malawi’s Public Procurement law and procedures;
  • Membership with Malawi Institute of Procurement and Supply (MIPS); and
  • Advanced level of computer skills with working knowledge of Microsoft Office Suite products – Word, Excel, PowerPoint, Project and email

APPOINTMENT AND REMUNERATION

The successful candidate shall be engaged on 3 years’ contract basis which will be subject to renewal based on performance. He or she shall be offered a salary and benefits commensurate with the position qualifications and experience.
