CARE International in Malawi was awarded a cooperative agreement from the U.S Agency for
International Development’s Bureau of Humanitarian Affairs (USAID/BHA), to implement a five-
year (FY20-FY24) Resilience Food Security Activity (RFSA) to improve and sustain the food and
nutrition security of vulnerable populations in Zomba and Mangochi Districts. CARE is working in
a consortium with Save the Children, Emmanuel International, WaterAid, NASFAM, and IFPRI, as
well as other associated organizations and partners.

Consequently, CARE Malawi is looking for suitably qualified persons to fill the vacant positions
available in the TITUKULANE Project based in Zomba.

PROCUREMENT SPECIALIST

Position description

The Procurement Specialist (PS) will report to the Head of Operations and she/he will be
responsible for efficiently managing the procurement functions. The primary responsibility of the
position is to ensure timely procurements of quality goods and services at reasonable prices to
support program implementation. The position requires good judgement and professionalism in
handling procurement of goods and services in order to protect the interests of the organization
and ensure compliance with established organizational and donor policies and procedures.

Specific Roles and Responsibilities

The successful candidate will be expected to perform the following specific duties:

  • Receive procurement requisitions and perform all necessary checks on accounting codes, authorized signatures, budget allocations and descriptions to ensure completeness and
    correctness of procurement requisitions before processing.
  • Ensure all vendors created in the system have valid support documents and justifications,
    approved by IPC and have been vetted in the system for anti-terrorism
  • Obtain quotation from approved vendors in line with CARE’s and donor’s policies
  • Prepare the Summary of Bid Analysis for all procurements that require summary bid analysis
    as per the procurement policy.
  • Prepare the Purchase Orders for review by the Head of Operation and approval by the Head
    of Finance
  • Prepare the monthly procurement status report and share with all concerned parties in the
    organization
  • Follow up all outstanding procurements with suppliers to ensure delivery of goods and
    services is completed within the stipulated time
  • Filing of all procurement related documents at the PMU for TITUKULANE Program and all
    vendor set up forms for audit purpose

Minimum Required Qualifications, skills and relevant work experience

  • Degree in Procurement and Supply Chain or its equivalent
  • Minimum of 5 years’ experience with an INGO in a similar position. Certification in Procurement and Supply Chain is an added advantage.
  • Good team player, strong listening skills and demonstrative learning attitude, hardworking and
    devotion who can adapt challenging situations without compromising compliance and quality.
  • Ability to work independently with minimal supervision as well as to work as part of a team.
  • High level of integrity
