NGO regulatory Authority

The Non-Governmental Organisations Regulatory Authority (NGORA) is a statutory body established under the NGO Act, 2001 (Cap. 5 of the laws of Malawi). Under the NGO Act, NGORA is mandated to register and regulate the operations of NGOs in Malawi.

NGORA’s vision is to have an NGO Sector that maximizes public benefit. In order to attain this vision NGORA plans on strengthening the capacity of its stakeholders including their systems, governance and ownership. Further to this, NGORA also aims to improve transparency and accountability of NGOs; strengthen collaboration and relationships amongst stakeholders; and create an enabling legal and institutional framework.

To effectively fulfil this vision, opportunities have arisen within NGORA to fill various positions. The positions require personnel with capacity to initiate innovative ideas geared at making NGORA
vibrant and competitive. The following are the details of the vacant positions:

10. Procurement Officer (1 Position) – Based in Lilongwe

The Procurement Officer is responsible for the procurement of goods and services by the Authority. S/He will be reporting to the Director of Corporate Services.

Duties and responsibilities

a. Procurement of goods, works, and services by the Authority in accordance to the procurement policy and PPDA Act;
b. Develop and review the annual procurement plan and report accordingly to the relevant Authorities;
c. Solicit and review quotations and bids from vendors and determine whether they meet the requirements set by the Authority;
d. Prepare reports about bidding results and report to the Internal Procurement and Disposal of Assets Committee (IPDC);
e. Monitor contractor performance to ensure that contractual obligations are met;
f. Negotiating prices on behalf of the Authority with suppliers and vendors for goods and services;
g. Ensure procurement records are kept up to date.

The desired candidate must have the following qualifications and experience:

a. Degree in Procurement and Supply or its equivalent qualification and those with MIPS membership will have an added advantage.
b. At least 5 years work experience in a similar role.
