National Construction Industry Council

The National Construction Industry Council was established by an Act of Parliament (Cap. 53:05) for the regulation, promotion and development of the Construction Industry in Malawi. The mandate of the Council includes the registration of persons engaged in the construction industry.

The National Construction Industry Council seeks to urgently engage suitably qualified Malawians to fill the following position:

PROCUREMENT OFFICER (GRADE 5) TENABLE AT THE HEAD OFFICE IN LILONGWE

General Description of the Job

The Procurement Officer’s main role is to efficiently and effectively manage the procurement activities of the NCIC and to ensure that all procurement conducted is in compliance with the Public Procurement & Disposal of Assets Act while adopting best practices.

Qualifications, Experience and Attributes

  • Have a Bachelor’s Degree in Procurement & Supply obtained from a reputable and recognised institution;
  • Should be a registered member with the Malawi Institute of Procurement & Supply;
  • Have self-drive, excellent interpersonal and communication skills, team working spirit, supervisory and leadership skills;
  • Not less than seven (7) years’ experience in similar position at a busy and reputable institution:
  • Ready and willing to work odd hours and during weekends.

Duties and Responsibilities

  • Prepare an overall Procurement Plan for the forthcoming year based on NCIC budget for that year;
  • Prepare Solicitation Documents (Request for Quotation Documents, Bidding Documents), Bid Evaluation Reports and draft Contract for consideration by the Internal Procurement & Disposal Committee (IPDC);
  • Coordinate evaluation of major and complex tenders, preparing evaluation reports to the standards required by legal requirements for presentation to the IPDC, draft Contracts for consideration by the IPDC:
  • Prepare cost budgets and forecasts for the Procurement Unit;
  • Ensure prompt and effective action in response to User Departments requirements;
  • Manage contracts to ensure delivery of goods/services is in accordance with the contract terms and conditions;
  • Monitor supplier performance and record and report poor supplier contract performance;
  • Authorize invoices for payment in accordance with contract terms and following Government legal requirements;
  • Manage the day-to-day interface between and Users and the Procurement Unit;
  • Display good interpersonal skills assist in the achievement of a high level interdepartmental liaison and co- operation in order to achieve efficient operations of the Procurement Unit:
  • Coordinate as necessary, the production of quarterly reports for the IPDC for submission to the Office of Public Procurement & Disposal of Assets Authority;
  • Ensure the suitability, accuracy and correctness of all documents produced and issued in accordance with legal requirements, including good procurement
  • Analyse complaints, ensuring prompt and effective action in response and implement procedures to prevent recurrence; and
  • Maintain procurement records in accordance with the legal requirements.
