
Central Medical Stores Trust (CMST)
The Central Medical Stores Trust (CMST) is responsible for procurement, warehousing, sales and distribution of quality and affordable medicines and medical supplies to public health facilities and others affiliated to the Government of Malawi through the Ministry of health in Malawi. The CMST seeks to recruit staff in various positions which have fallen vacant within its establishment as follows:
JOB TITLE: PROCUREMENT OFFICER
GRADE: MS5
RESPONSIBLE TO : SENIOR PROCUREMENT OFFICER (MS4)
LOCATION : HEAD OFFICE, LILONGWE
RESPONSIBLE FOR: The procurement of drugs, medical supplies and all services and goods for the Trust.
Duties and Responsibilities
- Facilitating pre-contract negotiation meetings with successful bidders;
- Facilitating contract signing between CMST and successful suppliers;
- Ensuring that signed contracts have been distributed to all required stakeholders;
- Ensuring that performance securities have been submitted by successful bidders;
- Ensuring that contracts have been captured and approved in Enterprise Resource Planning (ERP):
- Monitoring all contracts to ensure that deliveries of goods, works and services are done according to terms and conditions of contract;
- Ensuring preparation of monthly, quarterly, bi-annual and annual Contract Performance Reports;
- Follow up and communications to suppliers/contractors/service providers on outstanding deliveries, works and services;
- Recommending and preparing contract termination letters to suppliers/contractors/service providers that fail to complete contracts according to terms and conditions of contract;
- Facilitating dispute resolutions between CMST and its suppliers/ contractors/service providers on issues that may emerge during execution of contract;
- Preparing claims from suppliers on issues encountered during delivery of goods works or services;
- Assisting suppliers on all matters concerning customs clearance.
Academic and Professional Qualifications
- Bachelor’s degree in Supply Chain Management from a recognised University;
- A qualification in Pharmacy shall have an added advantage;
- Must be registered with relevant supply chain management bodies.
Experience and Skills
- Experience in the procurement of medicines and medical supplies;
- Ethical, with a strong stand against corruption and a supporter of tenets of good corporate governance;
- A high measure of tested financial and moral integrity;
- Free from past convictions of criminal offences by a court of law;
- Ability to manage staff;
- Commitment to the tenets of good corporate governance;
- Ability to pay attention to detail;
- Excellent numerical and analytical skills;
- Excellent computer literacy with advanced skills in Microsoft packages and exposure to an enterprise resource planning system (ERP).
