Applications are invited from suitably qualified candidates to fill the following position tenable at Head Office, Blantyre.

Procurement Manager

Reporting to the Administration Manager the successful candidate will be responsible for managing the procurement of the Bank.

Key Responsibilities

  • Preparation and annual review of Procurement Policy.
  • Preparation of the Banks Annual Capital Expenditure Budget.
  • Balancing of Capex Expenditure to Fixed Asset Additions.
  • Complete the pre-qualification and maintenance of Suppliers list as per the Bank requirements.
  • Prepare, publish and distribute information on procurement and disposal opportunities including invitation to tender, prequalification documents and invitation for expression of interest.
  • Facilitate the receiving and opening of tender and/ or quotation documents in ‘committee’
  • Facilitate and safeguard procurement and disposal documents and records in accordance with the procurement policy requirements.
  • Management of procurement Claims, in liaison with Administration Manager, resulting from Loss and Fraud reports.
  • Carry out the sourcing through tenders, quotations and proposals of various goods and services.
  • Carry out disposal process as per the policy and Bank guidelines.
  • Facilitate procurement cost control and saving management initiatives.
  • Archival of procurement documents and records.
  • Performing risk assessment on potential contracts and agreements.
  • Management of vendor payments in liaison with the Finance Department.

Technical Skills/Competencies

  • Knowledge of MIPS guidelines, Procurement Act and RBM Directives
  • Ability to respond effectively to sensitive issues after liaising with internal stakeholders.
  • Sound conceptual and strategic skills.
  • Strong organisational and analytical skills.
  • Excellent written and communication skills.
  • Computer literacy.
  • Risk Management.

Qualifications and Requirements

  • A bachelor’s degree in procurement/supply chain Management.
  • Licensed member of MIPS
  • 5 years working experience at a senior managerial level.
