Project Hope

Project Hope Namibia in Malawi (PHN-MA) seeks qualified Malawian candidate to fill various positions for the USAID funded Ana ndi Achinyamata Patsogolo Activity (ANAPA) Project, a project aimed at preventing new HIV infections and improve the health wellbeing and Protection of Children, Adolescents, their families and Young Women (CAFYW) living with, affected by and vulnerable to HIV. ANAPA will be implemented in high HIV burdened nine districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). The program focus on Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) and Adolescent Boys and Young Men (ABYM). The approach is also including but not limited to System Strengthening, Continuous Quality Improvement (CQI) in close collaboration with Government of Malawi (GoM). The project is searching for suitably qualified candidates to fill the following positions:

Procurement/Logistics Officer

Reports to: Procurement & Logistics Manager

Location: Mangochi, Machinga, Zomba, Phalombe, Mulanje, Thyolo, Blantyre and Chikwawa

Specific Responsibilities and Duties:

  • Has a full understanding of international donor procurement policies and procedures.

  • Assist program and operational personnel in regular procurement planning meetings.

  • Assist staff as needed on creating clear and understandable purchase requests and other documentation; advise on specifications and procurement estimates.

  • Collects quotations and bids from the market for PR-s as assigned by manager – as per PHN-MA standards and procedures.

  • Interact with Vendors during collection of quotations – explain PHN-MA formats and ensure that vendors will use the provided information.

  • Maintain procurement reporting through master lists.

  • Conduct market surveys for frequently purchased items in relation to ensure maximum economic benefits for the project.

  • Participate in supplier information verification, due diligence, workshop visits.

  • Monitor the tracker for long term contracts: Leases, Internet.

  • Handling procurement filing for both electronic and hard copy documents.

  • Submitting payment requests for completed procurements and manage vendor payment related inquires and communication both internal and external.

  • Manage vehicle fleet with assigned drivers and districts.

  • Assist the management and office staff with procurement activities, such as workshops, meetings, etc.

  • Assist administration in dispatch of program material and equipment to respective districts.

Minimum Qualifications

  • A Bachelor’s degree in procurement, or related field.

Experience

  • 2 years of experience in a relevant accounting.

Specific Knowledge, Skills and abilities Required.

  • Knowledgeable of donor policies and regulations regarding procurement.

  • Knowledge of USAID policies will be added advantage.

  • Strong computer skills, including advanced proficiency with Microsoft Excel spreadsheets, email, and Internet and Microsoft Windows applications.

  • Strong attention to detail and interpersonal communication skills

  • Willingness to travel out of duty station and to district offices.

  • Able to be fair and provide equal treatment to all vendors/suppliers and their representatives.

Personal Qualities/Attribute

  • Strong organizational and interpersonal skills.

  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines.

  • Ability to work independently, prioritize work assignments, meet deadlines, and exercise professional judgment in a team set up.
