The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following vacant posts existing at Mzuzu City Council

1. LEGAL SERVICES MANAGER

Grade: M4
Salary scale: Within (Grade M4) Government Salary Scale Segment
Location: Mzuzu City Council
Reporting to: Director of Administrative Services

Duties:

  • Provide legal advice, interpretation and guidance on regulations and policies to the Council
  • Plan and handle all Legal matters of the Council
  • Conveyancing.
  • Handling cases (litigation).
  • Drafting and negotiating various legal documents or instruments.
  • Attending to Public Liability Claims on behalf of the Council
  • Reviewing and providing legal advice on various legal Documents and instruments
  • Conducting research on Legal issues
  • Draft and update Council by – Laws
  • Any other duties that may be assigned from time by the Director of Administration.

Qualification:

Candidates must be practicing Lawyers and admitted to BAR with a Bachelor’s Degree in Law obtained from accredited institutions.

2. DIRECTOR OF ADMINISTRATIVE SERVICES

Grade: M2
Salary scale: Within (Grade M2) Government Salary Scale segment
Location: Mzuzu City Council
Reporting to: The Chief Executive Officer

DUTIES:

  • Advising the Chief Executive on Policies and procedures to be followed in the administration of staff Members.
  • Dealing with Human Resource and Development.
  • Budgeting for the Administration Department.
  • Organizations of Civic functions in conjunctions with the Chief Executive.
  • Preparation for Management meetings.
  • Any other duties as may be assigned by the Chief Executive

Qualifications:

Applicants must be in possession of a Master’s Degree in either Human Resource Management, Public Administration, or Business Administration with a minimum of four (4) years’ experience in senior management position.

3. DIRECTOR OF PUBLIC WORKS SERVICES

Grade: M2
Reporting to: Chief Executive Officer
Salary Scale: Within (Grade M2) Government Salary Scale Segment
Location: Mzuzu City Council

DUTIES:

  • Advising the Council on all Engineering matters
  • Planning and implementing capital works and programs
  • Representing the assembly on all engineering issues
  • Consulting and liaising with consultancy engineers and architects development projects assigned to the council.
  • Maintaining roads, drains, streets light buildings and council vehicles
  • Designing re-enforced concrete and steel structure.
  • Preparations bills of quantities.
  • Designing schemes for traffic circulation in the city
  • Supervising firefighting services
  • Preparing financial estimates for the Engineering Department
  • Any other duties as may be assigned by the Director of Engineering from time to time.

QUALIFICATIONS:

Applicants should have a Master’s Degree in Civil or Municipal Engineering obtained from a recognized University and registered with the Malawi Board of Engineers. Minimum of 3 years of relevant experience in Public Works management or similar role.

4. ASSISTANT DIRECTOR OF PUBLIC WORKS

Grade: M4
Salary scale: Within (Grade M4) Government Salary Scale Segment
Location: Mzuzu City Council
Reporting to: Director of Public Works

Duties

  • Advising the Council on all engineering matters

5. BUILDING INSPECTOR

Grade: M7
Salary scale: Within (Grade M7) Government Salary Scale Segment
Location: Mzuzu City Council
Reporting to: The Director of Planning and Development

Duties:

  • Conduct thorough inspections of buildings at various stages of construction to ensure  compliance with local and national building codes and regulations
  • Evaluate structural integrity, safety and adherence to architectural plans and specifications
  • Document inspection findings accurately and prepare detailed reports for regulatory compliance
  • Collaborate with architects, engineers, contractors and other stakeholders to address and resolve any issues identified during inspections
  • Provide guidance and advice to homeowners, developers and construction professionals on building regulations and requirements

Qualification/ specifications

  • Applicants must be in possession of either Diploma in Civil Engineering, Quantity surveying, Architecture, Construction technology or any related field.
  • Proven experience in building inspector or construction supervision preferred
  • In depth knowledge of building codes, zoning regulation and construction practices
  • Strong analytical skills and attention to details
  • Excellent communication interpersonal skills

6. SENIOR ESTATES MANAGEMENT OFFICER

Grade: M6
Salary scale: Within (Grade M6) Government Salary Scale Segment
Location: Mzuzu City Council
Reporting to: Assistant Director of Planning Services
Ref. No. : Vac/ LGSC 174/2024/6

Duties:

  • The successful candidates will report to the Assistant Director Planning Services
  • Maintaining proper records of tenants, landholding and city property in traditional or low cost housing areas.
  • Processing applications for plots and attending to clients queries and process all matters for attention of Plots Allocation Committee.
  • Advise Management on development initiatives concerning Traditional Housing Areas.
  • Implementing resolutions of the plot allocation committee.
  • Assessing compensation requirements for low cost housing areas development.
  • Managing boundary disputes.
  • Ensuring regular collection of all debts on plot charges, grounds rent and city rates.
  • Supervising subordinate staff in the Estates section.
  • Performing any other duties as may be assigned from time to time by the Assistant

Qualifications:

Bachelor’s Degree in Physical Planning, Town Planning, Estates Management and Development Studies. Applicants should have at least two years of work experience.

7. TOWN PLANNING OFFICER

Grade: M6
Salary scale: Within (Grade M6) government Salary Scale segment
Location: Mzuzu City Council
Reporting to: Assistant Director of Planning and Estates
Ref. No. : Vac/ LGSC 174/2024/7

Duties:

  • Planning development of Traditional Housing Areas
  • Preparing detailed layout designs for upgrading and site service projects.
  • Preparing developments briefs for major assembly development opportunities
  • Consolidating development plans for the City
  • Preparing and reviewing urban structure plan
  • Any other duties as may be assigned by the Director of Planning and Estates.

Qualifications:

Bachelor’s Degree in Social Science, Bachelors of Education or Arts majoring in geography and/ or Town Planning obtained from accredited institutions. Applicants with any other similar qualifications should have at least two years of work experience.
