JOB ADVERTISEMENT – MONITORING & EVALUATION SPECIALIST
A. Background
The Malawi National Social Support Programme (MNSSP II) adopted in 2018 reflects the
Government of Malawi’s resolute commitment towards reducing poverty and vulnerability through social protection. The Poverty Reduction and Social Protection (PRSP) Division under the Ministry of Finance and Economic Affairs is responsible for the overall coordination and monitoring of the MNSSP II. The German Development Cooperation through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is committed to support the Malawian Government through the project “Support to the implementation of social protection for the ultra-poor people”. The project started in
April 2022 and builds on previous GIZ projects supporting the PRSP. From 2022 till 2025 the main areas of support will be a) Building capacities of PRSP; b) Supporting the institutionalization of the Unified Beneficiary Registry (UBR); and c) Enhancing district administration through decentralization including the UBR management at district level.
In 2022 the project also received extra funds to combat the negative impact of COVID 19 and will most likely receive again extra funds to support the Malawian Government in the fight against COVID and other diseases in 2023.
In addition to this, the project is co-financed by the EU (at least until August 2023). This is the funding source for the advertised position. The EU co-financed component of the project focusses on delivery systems for social protection. The main areas of support will be: (1) anchoring of the UBR at district level, (2) the implementation of e-payments in at least one more district and (3) the application of a harmonized Grievance- and Redress Mechanism in 4 districts.
The GIZ project team consists of ~ 14 colleagues, including as of now 6 technical advisors (2 international, 4 national) working on the different outputs.
B. Tasks and Responsibilities
The M&E Specialist is a key member of the GIZ Social Protection Programme (SPP) focusing on monitoring and evaluation.
Responsibilities
The M&E Specialist will be focusing on the monitoring and evaluation aspect of the implementation of the GIZ Social Protection Programme. For this, he or she will be working closely together with the technical experts of the team and report directly to the team leader.
Main areas of responsibility are:
- Develop the M&E system of the programme and ensure continuous monitoring
- Ensure that up to date data on the progress of implementation is available for requests from donors, partners etc.
- Cooperate closely and regularly with the GIZ team on strategic planning matters
- Initiate and coordinate regular monitoring and evaluation sessions with the GIZ team
- Support the team in the focus of impact monitoring (instead of just monitoring of activities)
- Support the various reporting requirements of the project
Tasks
The M&E Specialist is expected to work on the following tasks:
- Development and regular update of a monitoring and evaluation system for GIZ SPP
- Assessment and processing of monitoring data
- Delivery of reports (regular and ad hoc)
- Coordination of the reporting to donors (i.e. BMZ, EU)
- Assist the GIZ SPP team with regular monitoring techniques to capture the performance of each output and to improve the current and future management of outputs to achieve the module objective (Focus on impact)
- Other Duties/Additional Tasks that may occur
The M&E Specialist is generally expected to support the technical team in ensuring that activities will contribute to the desired impact and are well in line with the commissions. Focus is that meaningful progress is being made towards the achievement of Outputs and Outcomes. In this role, the expert is expected to closely coordinate with the team leader and the technical team of GIZ

C. Required qualifications, competences and experience (essential vs. desirable
- Master´s Degree in relevant fields, e.g. Development Economics, Social Sciences or related
- At least 5 years of professional experience in working in Monitoring and Evaluation, including setting up M&E systems
- At least 5 years of working experience in international cooperation
- Very good knowledge and advanced skills in MS Office applications (e.g. WORD, EXCEL, POWERPOINT) such as formatting and working with formulas are essential
- Experience in reporting to international donors is essential
- Excellent communication skills to transfer knowledge and strong communication skills in English and Chichewa
- Excellent writing skills with focus on a simple and impact focused language (text samples can be attached to the application)
- Structured, goal-oriented and detailed style of work
- Ability to work independently as well as in a team
- The ability to think “out of the box” and the willingness to develop and share new ideas
